literature and a lifelong proponent of peace passed away this week in Tel Aviv A winner of the Israel Prize Somekh was a notable poet author translator and activist Born in Baghdad in 1933 to an educated secular family Somekh developed an interest in Arabic culture at an early age publishing Arabic poetry as a pupil At age 17 he was forced to leave Iraq and arrived in Israel The formative encounter between Arabic and Hebrew culture and his decision to maintain loyalty to both led him to form a connection between the two “The task of mediating between the two great cultures the two sister languages has become his life’s work” wrote Mizrahi poet and literary critic Almog Behar Somekh’s storied academic career often overshadowed his political biography Shortly after arriving in Israeli during one of his visits to the impoverished neighborhood of Wadi Salib in Haifa he saw posters for the Israeli Communist Party Maki “Those posters astonished me” he would say years later “Although I knew that the Communist Party whose representatives were already in the first Knesset also participates in the elections seeing such posters and in Arabic filled my heart with joy I am from a country that not only prevents the left from acting openly it also occasionally sends some of the leaders of this party – members of various ethnic groups including Jews – to the gallows” On joining the Communist Party Somekh wrote: “There was discrimination in every party aside from Maki so I joined the party out of the belief that treating Arabs as second-class citizens is not the way to solve their problem” Alongside other Arab Jewish authors poets and artists who were also connected to the Communist Party including Sami Michael David Tsemah and Shimon Ballas Somekh continued to write in his mother-tongue in Al-Ittihad Maki’s Arabic newspaper Somekh also published in the Arabic literary journal Al- Jadid which included other prominent Arab Jewish writers as well as Palestinian writers and thinkers like Emile Habibi Tawfiq Ziad and Mahmoud Darwish Like many other Arab Jewish writers who belonged to Maki Somekh left the party during the 1960s yet continued to encourage cultural exchange between Jews and Arabs while fighting against racism and working toward equality and peace He gradually stopped writing in Arabic and began translating Arabic literature into Hebrew while working his way up to becoming one of the top academics in his field “At every stage of my life the fact that I am an Arab Jew benefitted me it had a special place” Somekh told Almog Behar in 2008 “Studying Arabic literature is not disconnected from my being Jewish-Israeli It was very important to me to see and show how literature in our immediate surroundings is evolving and largely in comparison with what has taken place in Hebrew literature As you know I have been translating modern Arabic poetry into Hebrew for 50 years and this is my special angle as an Arab Jew who is an Israeli and deals with Arabic literature in Hebrew Somekh told Behar that during his first years in Israel the term “Arab Jew” was considered abominable “The establishment viewed it as an barred Reps Rashida Tlaib and Ilhan Omar from visiting Palestine last week it was a clear attempt to keep the congresswomen from witnessing the impacts of military occupation for themselves This decision however also revealed the extent to which the very leaders who claim to care about Christians in the Middle East are willing to weaponize religion I was supposed to meet with the congressional delegation My plan was to introduce them to the reality of my people and particularly the Christian Palestinian community by telling them about Aboud the village I have been serving for over a decade I was hoping that our village could symbolize not only the hardships of life under military occupation but also a message of hope for the prospects of peace through the fulfillment of the rights of everyone including the right for Palestine to be free Aboud is located around 30 kilometers 186 miles northwest of Jerusalem and has a population of around 2000 people I serve in a church that has had uninterrupted services since the year 332 AD The Church of Saint Mary was built at the same time as the Church of the Nativity in Bethlehem and the Church of the Holy Sepulcher in Jerusalem Historically Aboud had around nine churches and monasteries including the shrine of Saint Barbara which dates back to the fifth century and was blown up by the Israeli army in 2002 We are a village full of history yet almost no pilgrims or tourists visit us The fact that Aboud was part of the path taken by the Holy Family from Jerusalem to Nazareth doesn’t seem to impress those in charge of making touristic packages Instead of having a responsible and ethical pilgrimage to the Holy Land including engaging with the local population visitors prefer to tour stones without getting to appreciate the traditions and customs of those who have been taking care of those places for centuries Three settlements Halamish Beit Aryeh and Ofarim have been built on our village’s land The existence of these Jewish-only settlements has become part of the daily nightmare that our people must endure Aboud known historically as the “City of Flowers” once had enough water to survive on its own Today its main water resources are under Israeli control and mostly serve the Israeli settlements nearby Some of our villagers have access to their own water only if they buy it from an Israeli company Aboud has been deprived of developing almost 12000 dunam of land 2956 acres due to restrictions imposed by the Israeli occupation In other words there are only 2000 dunams or 608 acres available for development This has dealt a major blow to our local economic and housing needs Young people today can’t find affordable places to live and many are leaving our village While some prefer to talk about Christians leaving this region we have chosen to set an example of resilience by doing everything possible to stay on our land That is why with the initiative of our own community we are developing housing and tourist plans with one main goal in mind: to keep a strong and vibrant Christian presence in the birthplace of Christianity In this context we can understand why neither President Trump nor Prime Minister Netanyahu wanted the congressional delegation to visit Palestine It is not only the reality of the occupation that they did not want Tlaib and Omar to see but particularly how it affects Palestinian Christians We are an integral part of the Palestinian people yet we are virtually invisible for those in the White House who claim to care about Christianity When they talk about “Christianity” they seem to be reading from a different Bible: we talk about a God of love and compassion while what we mainly hear from them is about hatred and the political use of religion Our region knows exactly what happens when holy books are used to justify crimes On Dec 16 and 17 we will be celebrating – once again without much fanfare as we have done for centuries – the feast of Saint Barbara one of the most important pre-Christmas celebrations in the Holy Land Our families will be celebrating an ancient festival that very few get to see simply because places like Aboud and others such as Burqin Taybeh Jifna and even Nablus and Jericho are rarely visited by foreign Christian tourists We open our arms to Representatives Rashida Tlaib and Ilhan Omar as well as other members of Congress to join us for the celebration of Saint Barbara Here they will meet a proud people that have carried on their traditions for generations and will continue to do so All we bit like tag only that instead of tagging one another they pretend chase detain and shoot each other The children’s home is just across the road and they play in the street during summer vacation Ever since 19-year-old Mohammed Obeid was shot dead by Israeli police here in July their grandmother doesn’t allow them to stray too far The reality in Issawiya is dangerous for children Every day dozens of armed Border Police officers enter the neighborhood to “make their presence known” as one of them tells me The officers hand out tickets block main traffic junctions check IDs at random and patrol the streets for no apparent reason — at least that’s how it starts The script generally repeats itself: an argument breaks out one of the teenagers throws a stone at a passing police jeep a group of officers comes looking for him they throw stun grenades and sometimes shoot rubber bullets residents are wounded and arrested This happens almost every single day One can write at length about this despairing reality which stems from Israel’s desire to continue to exert its control over East Jerusalem without granting its Palestinian residents national rights In the main square next to an elegant white mosque three children ask me to take their picture Another child passes by warning them to check where I come from to make sure I am not an undercover cop and that I am not taking photographs in order to arrest them later Of the three it seems that 12-year-old Amir especially enjoys telling stories Kids generally repeat phrases they hear from their elders but Amir is different His memories seem to be his alone full of minute details Amir says that two weeks ago he heard a knock on his front door at 3 am He has been having trouble sleeping ever since his grandfather died of pancreatic cancer a month ago and had fallen asleep in front of the computer while playing Fortnite in the living room Amir got off the couch opened the door and saw 10 men standing there looking at him quietly “I thought they had come to fix the sewage” he says as he smiles shyly When the men soldiers in civilian clothing walked into the house to arrest his 16-year-old brother Amir had no idea what to do He took out his phone and started snapping photos His hands shook so badly the photos came out blurry Arin listens as Amir tells his story She will be starting fourth grade next year A few days before I met her she was sitting with her father in a convenience store when a police officer walked in and asked for IDs Her father had left his ID card at home so the officer took him down to the station But Arin who knew where her father kept his card decided to run home and bring it back to the store She says her entire body was burning as she ran By the time she returned her father was high-five but he doesn’t want one His father says that a month ago police officers fired a stun grenade at the entrance to their home just as he and Amir stepped outside The marks from the grenade are still visible on the parking lot floor “Amir immediately fainted” he says “It frightened me to death I wanted to take him to the hospital but the officer who fired the grenade walked up to us held the child from his feet and sprayed water on him until he woke up” Since says the father Amir cries every time he sees police officers or hears explosions Even car sounds cause him to burst into tears using a side road so that I can continue filming the officers from his balcony I see parents running with their children past the officers’ drawn weapons One of the officers shoves a resident who is trying to reach his home Chaos From the balcony I can hear the sound of a baby crying inside The father walks onto the balcony while carrying his daughter whose name is Julie Behind her on the street below an officer builds a makeshift checkpoint while another policeman fires two rubber bullets at the home from which stones are being thrown Julie begins to cry again A Palestinian demonstrator been more accurate to have used the title “What Gloating Looks Like” Even the sly way the word ‘victory’ is put in quotation marks indicates from the outset the insidious purpose of the article To pour scorn on how Syria and its people have in actual fact defeated a foreign-sponsored criminal war for regime change The regime-change plot goes back to at least 2005 as this old CNN interview clumsily admits With mawkish words the New York Times reporters effect to lament the rubble and grief among the Syrian population But all the while the implication conveyed is that President Bashar Assad “presided over the destruction” It would be easy to dismiss the article for the ropey agenda-led “journalism” that it is But since journalism is reputed to be the “first draft” of writing history it is therefore important that the distortion presented by the NY Times is repudiated for the outright falsification that it is We can’t go into every erroneous obnoxious detail And readers would be advised to go to alternative reports by independent journalists like Eva Bartlett and Vanessa Beeley for accurate accounts of how Syrians are dealing with the aftermath of war and what the staggering assertion that Syria’s lunar landscape of destruction was brought about by warplanes and artillery deployed by the state’s armed forces Secondly there is not a single mention of US and other NATO states carrying out – and continuing to carry out – air strikes on Syrian infrastructure for the past five years which have resulted in thousands of civilian deaths Probably the most infamous episode was the American obliteration of the city of Raqqa two years ago during which an estimated 1600 people including women and children were buried under rubble from indiscriminate bombing Also on rtcom UK calls for ‘stronger protections for Christians’ while continuing to support terrorism in Syria The NY Times would have us believe that Assad callously and gratuitously inflicted a pyrrhic victory on his people instead of telling readers that the country was targeted covertly for regime change by the US its NATO allies and regional partners A third astounding distortion is the apparent absence of terror groups in Syria’s war Not once is it mentioned that the militants who served as proxies for their foreign sponsors were mostly composed of Al Qaeda-linked terrorists recruited for their barbaric dirty work from all over the world and infiltrated into Syria by NATO operatives Former urban areas like eastern Aleppo and Douma held siege under a reign of terror are referred to as “rebel-held” districts The liberation of those hell-holes by Syrian government forces supported by Russian airpower is not reported as “liberation” but as something sinister in complete disregard for how the Syrian people relate the events to the smarmy NY Times journalists The latter presume to know better about what really happened and consequently routinely infer that “regime minders” accompanying them are coercing the civilian interviewees to mouth pro-Assad propaganda Imagine the feat of mental gymnastics In a supposed in-depth survey of war-ravaged Syria there is not one reference to the army of jihadists belonging to Islamic State IS formerly ISIS/ISIL Nusra Front Jaish Al Islam and dozens of other alphabet soup names used to conceal the fact that all were terrorist proxies weaponized by the US and NATO military intelligence What we have instead is the NY Times affecting a kind of grief and condescension towards the Syrian people who have been it is claimed plunged into misery by their government and its Russian ally It is inconceivable according to this narrative that the Syrian people and their armed forces may have perhaps won the most dramatic heroic battle in modern times against a behemoth of US-backed enemies whose terror tactics plumbed the depths of depravity Problem of NYT 1619 Project isn’t that it sees America through slavery it’s that it tells untruths Rather amusingly if it weren’t so sickening was a separate report by the NY Times only the day before which proclaimed that “ISIS Islamic State Is Regaining Strength in Iraq and Syria” So in the previous screed masquerading as a detailed survey of Syria there is no mention of terror groups Yet in the second report the reader is told that the “Islamic State is on the rise again” How is such a colossal contradiction entertained by the editors That other report kicks off with this laughable claim: “Five months after American-backed forces ousted the Islamic State from its last sic shard of territory in Syria the terrorist group is gathering new strength conducting guerrilla attacks across Iraq and Syria retooling its financial networks and targeting new recruits at an allied-run tent camp American and Iraqi military and intelligence officers said” Yes that’s right we are being told that US forces vanquished Syria’s terrorist tormentors from their “last shard of territory” But now they are resurgent and “well-equipped” numbering about 18000 fighters We might indeed wonder how this change of good fortune happened for the militants Could it be that powerful foreign sponsors are aiding and abetting once again The NY Times never hints at such an obvious possibility The point of the article seems to be an attempt to undermine President Trump’s drawdown of US troops from Syria The NY Times and its military intelligence sources are arguing for more American forces to be deployed in Syria and Iraq “The resurgence of terrorists poses a threat to American interests and allies as the Trump administration draws down American troops in Syria” the report editorializes While the NY Times is cynically exploiting Syria for its own agenda-driven story-telling the real task of defeating foreign-backed terror groups was continuing this week in Idlib province northwestern Syria The Syrian Arab Army captured the town of Khan Sheikhoun from militants affiliated to Hayat Tahrir al Sham formerly Nusra Front formerly Al Qaeda That is in spite of credible claims of armed support from NATO member Turkey whose military of what has passed for foreign policy in the West since the Soviet Union departed the scene Also on rtcom India Pakistan or anyone but US must mop up Afghanistan quagmire Trump says As it did in Yugoslavia as it did in Iraq and as it did in Libya Western intervention in Afghanistan only succeeded in making a bad situation many times worse It has exacerbated religious tribal and communal tensions instead of alleviating them Though given the above any peace deal that will hasten the departure of US and NATO forces from Afghanistan is to be welcomed the devil as ever is in the detail And the devil in this particular instance is the CIA Before we come on to that and them though let us first consider the terms of the draft agreement arrived at after eight rounds of talks over two weeks in the Qatari capital of Doha though at the time of writing yet to be ratified by President Trump They require that in return for the complete withdrawal of US and NATO forces the Taliban will not allow the territory under its controlpredominantly but not exclusively in the south of the country to be used as a base and launchpad for terrorist groups such as Islamic State IS formerly ISIS and Al-Qaeda The terms of the agreement also mandate intra-Afghan dialogue between the various factions in the country engaged in hostilities However whether the Taliban will accept the current Afghan government in Kabul led by Ashraf Ghani as a legitimate participant in any such future dialogue remains to be seen Up to this point the Pashtun nationalist movement has steadfastly refused to recognise the government in Kabul It has dismissed it as a US puppet regime and in line with that has dismissed the upcoming Afghan elections set to take place on September 28 as a sham Despite the enthusiasm of the chief US diplomat involved in the talks with the Taliban US Special Representative Zalmay Khalilzad expressed in a series of tweets the entire thing smacks of a desperate cut and run exit by the Trump administration Here it should be borne in mind that Trump inherited this dog’s dinner of a military occupation in the country from Obama a president who has much to answer for when it comes to the current state of the country Also on rtcom 2 American servicemen killed in Afghanistan – NATO Currently there are 14000 US troops in the Central Asian country along with a further 17000 troops from 39 NATO and other countries This it must be stressed is the official occupation force There is however an unofficial element to the US presence in the country It is a presence both sinister and conspicuous by its absence from the draft agreement drawn up in Doha It is here we come to the shadowy and sinister activities of an equally shadowy and sinister CIA Calling to mind the infamous CIA-run contras in Central America in the 1980s the notorious US intelligence agency has been running in Afghanistan what amounts to a private war with its own private army Details of the CIA’s operations in the country are highlighted in a chilling report produced by the Costs of War Project based at Brown University’s Watson Institute of International and Public Affairs in the US Specifically the report traces the origin of these militia groups to the initial “2001 invasion when US military forces and the CIA organized” them “to fight Islamist militants” However “the CIA” 18 years on “is still running local militias” in the country which have “reportedly committed serious human rights abuses including numerous extrajudicial killings of civilians” Finally the report’s country that has known only conflict and strife over the past two decades Covering the story in The Intercept the investigative news website Alex Emmons reveals that the best known of these CIA-run Afghan militia groups is the Khost Protection Force operating out of the CIA’s Camp Chapman in Khost province Drilling deeper in a country whose most valuable commodity is opium we are entitled indeed obligated to ponder whether there has been or is any crossover between the burgeoning opium trade emanating from Afghanistan and the CIA’s activities in the country It is a pertinent question to ask and one that’s been pondered by better minds than mine in recent times especially given what we know of the CIA and its legacy of criminality around the world Whatever the CIA is up to in Afghanistan the USS Liberty Veterans Association Kevin J Bartlett JD National Judge Advocate of The American Legion and US Navy Veteran writes: I understand that your organization would like to submit an application for a booth at The American Legion National Convention in August The USS Liberty Association is not allowed to rent a booth at national conventions and have them staffed because one of your members committed assault and battery on one of our staff and was convicted of his crimes In addition members of your organization have attempted to set up in the national convention exhibit hall without renting a booth The American Legion has a 100-year track record of helping veterans and their families Unfortunately we’ve had a long and unpleasant history with the USS Liberty Veterans Association and we have chosen not to do business with them The American Legion has known for decades the constraints we have had placed on us Do they care No Instead of offering us the honor support and compassion they routinely offer their members they have chosen to take a relatively minor issue that was largely of their making blow it all out of proportion accuse someone they claim to be a USS Liberty survivor of trying to set up an unauthorized booth and ban us from their National Convention forever All without the opportunity of appealing their decision And without any reference to their Constitution and bylaws or Resolution that allows them to take the action they did This action by the hired help of The American Legion National Headquarters wasn’t taken in a vacuum The National Organization has a long record of trying to stifle USS Liberty survivors in our effort to tell the story of what happened on a US Navy ship Given the tremendous support we have from the rank and file of The American Legion it is clear that The American Legion National Headquarters is governing by fiat instead of by the rule of its membership as reflected in Resolutions initiated by its local posts An extensive and heavily footnoted telling of the history between The American Legion and the USS Liberty Veterans Association is available here We are indebted to If Americans Knew for the effort they made to so expertly outline the history between the two veterans groups IAK writes: “Legion bigwigs have torpedoed American Legion members’ resolutions supporting the Liberty prevented dissemination of information about the attack refused to allow a booth by the Liberty Veterans Association at its 2013 national convention and privately attempted to convince the Veterans of Foreign Wars to similarly prohibit a Liberty booth at its national convention” “In 2002 the Washington DC Legion delegation introduced a resolution calling for an investigation of the attack to a foreign relations subcommittee at the national convention This was the first step towards procuring an American Legion resolution “I was present at this convention and witnessed most of what subsequently transpired I had begun to investigate Israel-Palestine in fall 2000 a topic I had never previously studied I was astonished at much of what I discovered including the Israeli attack on the Liberty which I had never heard about despite growing up in a military family “When I heard that a resolution was going to be introduced at the national convention I went with the delegation to observe what happened “When the DC group introduced the resolution to the subcommittee every American Legion delegate who addressed it spoke in favor of it Delegate after delegate from diverse parts of America supported the resolution and it was passed without objection “The DC delegates were jubilant When a resolution is passed at this level they explained it is virtually assured of adoption Typically the resolution is then rubber-stamped by the next committee and passed along to the general membership which then normally passes all such committee recommended resolutions by one simple voice vote “This resolution however was to be different “The next day American Legion staff told the Convention Committee on Foreign Relations that there was no need for such a resolution since the Legion already had passed resolutions on the Liberty The staff and chair neglected to state that not a single resolution on the USS Liberty was live and that therefore it was both necessary and appropriate to pass this one “This communication succeeded in killing the resolution The main staff member for this committee had served in Israel it is possible he is an Israeli citizen The Committee chairman was Thomas Bock of Colorado29 Three years later Bock was American Legion National Commander That evening back in DC Admiral Thomas Moorer USN retired heard about the scuttling of the resolution Outraged he wrote an open letter to the American Legion Commander requesting that the resolution be put before the general membership Admiral Moorer was chairman of an association of admirals and generals who want the US government to conduct a hearing on the USS Liberty He was also the former Chairman of the Joint Chiefs of Staff — the highest ranking military officer in the US military — and a retired 4-star admiral who was once in charge of both the Pacific and Atlantic fleets He was a Naval aviator and World War II hero the Navy’s Tomcat fighter jet was named after him “Moorer had long been outraged at the cover-up on the Liberty attack In a 1997 memo he called it a “wanton sneak attack” writing: “What is so chilling and cold-blooded of course is that they could kill as many Americans as they did in confidence that Washington would cooperate in quelling any public outcry” Many of the crewmembers Moorer wrote were from “small country towns probably a lot like Eufaula Alabama where I grew up and they represent the basic core of America … “” One has only to look to their reference to the USS Liberty in the American Legion’s Leadership FAQ to learn that they have chosen to support a Revisionist version of the attack instead of one supported by evidence and facts What is The American Legion doing about the USS Liberty tragedy The tragic mistaken identity attack by Israelis on the USS Liberty on June 8 1967 provoked a great deal of controversy among surviving members of the crew and family members Though residual anger and suspicions remain the incident was the subject of ten US investigations and three by the Israelis In the American investigations the full weight of the US Government allowed access to all of the relevant security information Though some accusations were made suggesting the reports sought to hide facts or protect Israel no credible evidence for these charges has been produced at the US Government level The Foreign Relations Convention Committee of The American Legion reviewed the action taken by OSD and Congress on this incident and they voted to reject Resolution 235 submitted by the Department of District of Columbia at the 84th Annual National Convention in Charlotte North Carolina August 2002 This position is a gross misrepresentation of the evidence currently available – a fact that we have made The American Legion aware of but they are obviously not interested in acknowledging In the first place there is no “controversy among surviving members of the crew and family members” Second the incident was NOT “the subject of ten US investigations and three by the Israelis” Prove that for yourself by emailing your Congressional Delegation and ask them to send you a copy of the Congressional investigation of the attack They won’t be able to send you one because it doesn’t exist Third Congress hasn’t taken any action on this “incident” so what the Foreign Relations Convention Committee reviewed is in question A question The American Legion refuses to ie cannot answer Why would the leaders of a Federally chartered veterans association claiming a mission “To uphold and defend the Constitution of the United States of America” “To foster and perpetuate a one hundred percent Americanism” and “To make right the master of might” ban a group of American veterans who are the victims of War Crimes committed by our “best ally and only friend in the Middle East” from attending any American Legion National Convention forever Did I just answer my own question Are the leaders of The American Legion afraid that their members will learn about the War Crimes Israel committed during the attack and are blowing up this relatively minor event to prevent our relating the history of the attack during their National Convention This unilateral action by The American Legion was not taken in a vacuum The American Legion and the USS Liberty Veterans Association have a long history That history in our opinion shows a concerted illegal and borderline treasonous effort by The American Legion National Organization to deny its members the right of hearing first-hand accounts of the attack on the USS Liberty To be perfectly clear no one is denying the seriousness of a charge of assault and battery Nobody is denying the fact that a USS Liberty survivor was convicted of assault and battery on a staff member of The American Legion What happened that resulted in the assault and battery being committed It all takes place as we were attempting to register at the 2012 National Convention Due to a communications error on our part our delegation intending to staff our booth at the 2012 American Legion National Convention was unaware that payment for that booth and information about the requisite insurance had not been submitted to The American Legion prior to their arrival Upon learning that the payment had not been made our representatives inquired if payment could be made while they were there Instead of responding to the inquiry the registration desk called their security personnel who asked that our delegation be removed from the premises The security personnel were obviously expert in intimidation – which was in full flower during the one-sided confrontation Having survived not only the attack and the US government’s disinterest in investigating that attack but the history the USS Liberty Veterans Association has had with the higher-ups of The American Legion one of our representatives out of frustration took out his American Legion membership card and flicked it to no one in particular He just wanted to be rid of it As luck would have it it landed softly on the blouse of one of the ladies manning the registration desk So soft that I doubt she felt a thing The American Legion called the police and had our representative arrested for assault and battery He was taken to jail and released after receiving a court date When the date arrived to face the judge our guy showed but The American Legion victim was nowhere to be found No doubt out of embarrassment that the very people The American Legion was established to help were being treated so poorly Which brings up the question “What is the purpose of The American Legion” and why in the past 52 years has The American Legion treated the survivors of the USS Liberty as an exception to that purpose Why has The American Legion National Organization shown more concern for the forces who attacked the USS Liberty than it has for their own countrymen Why has The American Legion National Organization felt it so important to stifle USS Liberty survivors that they have acted illegally to do so Let me suggest some reasons: We were attacked by Israel We have insisted that The American Legion live up to its obligations as described in the Preamble to their Constitution We were attacked by Israel We have highlighted the hypocrisy of The American Legion in allowing its 1967 Resolution 508 to be ignored and unimplemented until it is finally rescinded in the 1990’s We were attacked by Israel During the many times we were allowed to purchase a booth at The American Legion’s National Convention we were welcomed with enthusiasm and support by the general membership of The American Legion We were attacked by Israel At their 2018 National Convention the membership of The American Legion ignored the recommendation of The American Legion’s leaders and approved a resolution calling on the Congress of the United States to investigate the attack on our ship We were attacked by Israel If you find the actions of The American Legion National Organization as disconcerting as we do we urge you to submit two resolutions through your Post these are necessary because the 2017 resolution has now expired much anticipated Jerome Powell Jackson Hole speech on “Challenges for Monetary Policy” is finally out and the first thing that stands out is Powell’s assurance that the economy is in a “favorable place” but immediately refers to “significant risks” in the very first paragraph of a text that according to Bloomberg “ultimately appears to signal a rate cut at the FOMC’s September meeting” In what appears to be a last minute rewrite of his speech following today’s Chinese retaliation Powell calls attention to an “eventful” three weeks since the July FOMC meeting highlighting negative developments including: The announcement of new tariffs on imports from China Further evidence of a global slowdown notably in Germany and China Geopolitical events have been much in the news including the growing possibility of a hard Brexit rising tensions in Hong Kong and the dissolution of the Italian government Financial markets have reacted strongly to this complex turbulent picture Equity markets have been volatile Long-term bond rates around the world have moved down sharply to near post-crisis lows This to Bloomberg economist was “the key part of the speech” noting that “as Keynes famously said “When the facts change I change my mind” This is an indication that the Fed is tilting toward a more aggressive policy response largely as a result of intensifying frictions on the trade front“ And yet despite the global slowdown “the US economy has continued to perform well overall driven by consumer spending Job creation has slowed from last year’s pace but is still above overall labor force growth Inflation seems to be moving up closer to 2 percent” Countering this clear stability in the US and in an attempt to appease Trump Powell says that “based on our assessment of the implications of these developments we will act as appropriate to sustain the expansion with a strong labor market and inflation near its symmetric 2 percent objective” Of note there is no explicit reference to a “mid-cycle adjustment” which was seen by many as the biggest hawkish signal As Bloomberg’s Steve Matthews notes “by dropping that language Powell puts emphasis on the “act as appropriate” language That says in essence as Mario Draghi put it once the Fed will do “whatever it takes” to keep the expansion going” The result is that according to algos at least the speech will be perceived as borderline dovish the question however is whether it will be seen as dovish enough One answer why this may be no is the following language which suggests that Powell may wait to see the effects of the July rate cut: “Along with July’s rate cut the shifts in the anticipated path of policy have eased financial conditions and help explain why the outlook for inflation and employment remains largely favorable” Additionally as Renaissance Macro’s Neil Dutta notes “we see significant risks including a prolonged shortfall below 2 percent on our inflation objective so let’s go small Is that the takeaway here Because that would not be pleasant This feels like Powell moving away from the risk-management approach he purports to be guiding his decisions” Moving on and perhaps shifting back to a more dovish take Powell devoted an entire section of his speech to trade uncertainties as a new challenge for monetary policy which confirms that the more trade war escalates the greater the Fed response giving Trump a green light to escalate further A notable comment is that according to Powell there are “no recent precedents to guide any policy response to the current situation” This perhaps explains the curious pivot in the speech which indicates that the Fed will no longer be backward looking ie data dependent but rather will be more focused on the outlook when framing the Fed’s risk-management approach: “Because the most important effects of monetary policy are felt with uncertain lags of a year or more the Committee must attempt to look through what may be passing developments and focus on things that seem likely to affect the outlook over time or that pose a material risk of doing so Risk management enters our decision making because of both the uncertainty about the effects of recent developments and the uncertainty we face regarding structural aspects of the economy including the natural rate of unemployment and the neutral rate of interest It will at times be appropriate for us to tilt policy one way or the other because of prominent risks” In his speech the Fed chair also provides a historical tour of three different post-World-War-Two policy eras and their lessons for the Fed: the Great Inflation the Great Moderation and the Great Recession and adds that the Fed has learned how to tame inflation and has substantially improved the safety of the financial system but is still unsure how to deal with the current era of super-low interest rates And in an interesting tangent pointed out by Bloomberg’s Steve Matthews much of Powell’s speech is an academic review of monetary policy over recent decades and not aimed at the current outlook What makes it notable is that today Powell “gave a shout-out today to Paul Volcker for ending rampant inflation and too-high inflation expectations with very high interest rates in the early 1980s” According to Matthews “there is a message here to the hawks on the committee While Powell might disagree with them right now on the need for lower rates — which he seems to favor — he is not going to backslide to an era of unanchored inflation expectations That’s obviously not much of a risk anytime soon though most of the Fed officials grew up in the 1970s and 1980s and are still very alert to the risk” In short: just as he was uber hawkish a year ago and since flipped dovish should the data require it Powell has no problem reverting back to a hawk on a moment’s notice Here are the key highlights: POWELL: WE WILL ACT AS APPROPRIATE TO SUSTAIN THE EXPANSION’ POWELL: ECONOMY IN FAVORABLE PLACE FACES SIGNIFICANT RISKS’ POWELL SAYS EVENTS SINCE THE JULY FOMC HAVE BEEN EVENTFUL’ POWELL: CAREFULLY WATCHING DEVELOPMENT FOR IMPACT ON US POWELL: MONETARY POLICY HAS NO RULEBOOK FOR INTERNATIONAL TRADE POWELL: WE’VE SEEN FURTHER EVIDENCE OF A GLOBAL SLOWDOWN POWELL CITES BREXIT HONG KONG WEAKNESS IN GERMANY AND CHINA Some more highlights: Fed’s Powell: Fed Will Act as Appropriate
