British Russian French German and Austria-Hungarians touched in many areas of Europe or the world So when the June 28 1914 Balkans Crisis booted up the heavily-armed Great Powers may well have been but two lethal dangers: 1 if nobody offered to arbitrate it the possibility of the local crisis expanding and dragging in one or more of the Great Powers which could threaten the peace of Europe 2 if
