outpost of Amona in the West Bank February 1 2017 Miriam Alster/FLASH90 Illegal settlement outposts have become increasingly regularized during Prime Minister Benjamin Netanyahu’s tenure according to a recent report from Israeli settlement watchdog Peace Now In a trend largely kept hidden from the Israeli public these unauthorized outposts enjoy unwavering support from the government despite their clear illegality According to the report 15 such outposts have already been legalized with at least 35 more on the way to authorization The goal is permanency the strategy is “facts on the ground” Starting out as ostensibly temporary settlements courts find themselves unable to enforce demolition due to outpost leaders’ clever legal tactics One such method involves settlers using various code words and phrases in official correspondence: “The preservation of state lands” means the removal of Palestinian presence from the area for example Another strategy sees outpost leaders using trucks on wheels for housing rather than buildings as vehicles do not require building permits In this way the outposts evade court demolition orders In recent years settlement organizations have employed a new method of rapidly expropriating large swaths of Palestinian land with little investment by setting up agricultural farms As the report explains initial takeovers of land for outposts are often carried out by a handful of people perhaps a couple of families with children who take over stretches of land for “land cultivation” or grazing To the naked eye these farms look like individual local initiatives and because outposts are illegal it is difficult to establish “who is behind their establishment where the money originates and what portion have the various authorities contributed to them” Yet Peace Now’s research shows that these outposts are an organized and well-funded project backed by non-governmental bodies such as the Amana movement a private organization promoting Jewish settlement on occupied lands and the Settlement Division of the World Zionist Organization The report emphasizes that the most significant assistance comes from the government itself which sends a clear message to the settlers: “You may establish facts on the ground illegally and we will expunge your crimes” Most of the time the Israeli authorities remain passive and simply refuse to enforce the law thereby turning a blind eye to the everyday acts of official bodies This attempt to create geographically contiguous settlements has direct effects on the Palestinians Settlers frequently act as self-appointed “wardens” expelling Palestinians from their their home villages Palestinians who remain are often subjected to intimidation in the form of “threats harassment theft and even violence by settlers” according to the report Conflicts do not last forever It is likely that in the future a peace agreement will involve the evacuation of Israeli settlements — a price that will likely be paid by the settlers themselves who will have to endure the trauma of leaving their illegally-seized homes This was the story of Yamit in the Sinai in 1982 then Gush Katif in the Gaza Strip in 2005 Christ ✝ While the Kahanist Otzma Yehudit party failed to pass the electoral threshold the latest national elections in Israel saw the normalization of Kahane’s particular brand of overt racism Right election ad for his Kach party and told viewers “the Arabs of Israel want to kill us they want to wipe us out and it is up to each and every Jew to rise up and say ‘never again’” Last Wednesday six days out from the most recent Israeli elections Benjamin Netanyahu’s Facebook chatbot sent users a message warning them of the dangers of a “left-wing secular weak government that relies on Arabs who want to annihilate us all — women children and men” That is why the message said voters needed to guarantee his place at the head of a right-wing Jewish “strong” government Although Netanyahu claimed that the message was created due to a staff error it in fact made explicit the subtext to his central campaign tactic for these elections: incessant demonization of Palestinians in the belief that stoking fear and hatred was the most likely route to victory Accordingly over the past few weeks the prime minister has assailed Palestinian citizens of Israel from every conceivable direction He announced that Arabs were trying to “steal” the election repeatedly issued ominous statements about a looming “left-Arab government” and on Election Day itself resuscitated his tactic of telling his supporters that the Arab turnout was at unprecedented levels This web of anti-Arab lies incitement and paranoia wouldn’t have looked out of place on a Kach campaign flyer Indeed taken together this messaging is simply a more elaborate version of another statement Kahane made in his 1988 election broadcast while standing in Jerusalem’s Old City and lamenting that the city had become unlivable for Jews: “Look around: Arabs Arabs and more Arabs What’s it going to be like in 10 years” Netanyahu is not of course a true Kahanist For one thing he has no interest in a Jewish theocracy as much as he’s willing to advocate for those who do if it’ll keep him in power Nor does he talk of “transferring” Palestinians out of the West Bank although his embrace of annexation is a slippery slope Netanyahu’s politics rather revolve around keeping himself and his family indefinitely ensconced in the prime minister’s residence on Balfour Street As Netanyahu’s grip on power has looked increasingly shaky in recent elections however he has leaned into Kahane’s brand of industrious histrionic racism as a means of agitating his base His traditional clutch move of invoking looming military threats from Gaza and the rest of the Middle East has now been overtaken by his conjuring up of a peril much closer to home — “the enemy within” — in order to maintain his reputation as “Mr Security” and with it the keys to the Prime Minister’s Office It was not immediately clear in the wake of 2015’s “Arabs are going to the polls in droves” fiasco that this marked the start of a new electoral tactic for Netanyahu Given how successful it was the idea that this extravagant display of racism might prove a one-off was perhaps naive Netanyahu did not pay a price for introducing a dose of Kahanism into his election-day messaging on the contrary it may well have saved him his job In April of this year the prime minister went one better and personally intervened on behalf of the Otzma Yehudit party populated by Kahane’s political progeny and faithful to his ideology At the same time Netanyahu consistently warned that a victory for the Blue and White party would bring Palestinians into the government Once again despite domestic and international uproar Netanyahu did not pay a political price for his maneuvering or his message Instead he chalked up another electoral victory albeit far less comfortably than in 2015 In the most recent election cycle incitement against Palestinians — alongside efforts to suppress the Palestinian vote through intimidation — was the central plank in Netanyahu’s campaign And now even as there is evidence that his racist ploy backfired by galvanizing Palestinian voters Netanyahu is continuing to frame his premiership as one defined by its negation telling his meager crowd of supporters at the Likud post-election party that he had a “Jewish majority” he effectively erased Palestinian voters from the democratic process And in doubling down on his doomsday warnings about Palestinians entering the government if he is not prime minister Netanyahu is distilling his message into a simple slogan: it’s me or the Arabs Kahane would have approved As it happens Kahane never made it into the Knesset in 1988 His Kach party was barred from running officially because of its racist platform but actually because his right-wing opponents feared he would eat into their support This fact along with the party’s outright ban not long after is still heralded as evidence of the Israeli state being able to rein in dangerous levels of bigotry when they appear in its polity Yet the evidence does not support that assertion Firstly as Ron Cahlili recently wrote on this site and as has been made so patently clear during the last few elections — not least by the prime minister himself — “hatred of Arabs as a political ideology is part of the mainstream political discourse” And secondly because Otzma Yehudit — a Kahanist party through-and-through — ran in both 2019 elections on a platform strikingly similar to the one that purportedly led to Kach’s outlawing Ah but the counter-argument goes: the Israeli electorate thoroughly repudiated Otzma Yehudit this time round giving them less than 2 percent of the vote share and thereby ensuring that they remain outside the Knesset Like the response to the Kach ban Otzma Yehudit’s showing at these elections is being offered as proof that Israelis rejected outlandish racism This conclusion overlooks the fact that Otzma Yehudit didn’t even need to run this time for Kahanist rhetoric and tactics to play a role in these elections It’s easy to sideline marginalize and mock fascists who are already in the shadow of vast political machines The real test is when such sentiments come barreling out of the prime this election — that is the decline of the national religious movement’s political power Once these self-described lords of the land believed they were well on their way to becoming Israel’s new political and cultural elite But the numbers show that their political influence is waning The Likud has always been at the center of the right wing bloc In recent decades it absorbed the parties that represent three major demographic groups: the ultra-Orthodox immigrants from the former Soviet Union and the national religious or settler movement Netanyahu created a coherent political bloc which promised a near-axiomatic right wing majority in each election Netanyahu made the consolidation of the right wing bloc his political life’s work based on the belief that this was the best way to prevent a Palestinian state So he strengthened Likud’s connection with the national religious camp because their loyalty to the Land of Israel was beyond question — in contrast to the Likud’s old base which is more interested in libertarianism than in territorial expansionism This is one of the reasons that Netanyahu surrounded himself with people who wear the crocheted-style yarmulke favored by national religious settlers The April election caused a rift in the right wing bloc with the parties representing the ultra-Orthodox and voters from the former Soviet Union pulling back from the national religious ideologues whose worldview they do not share They were never particularly interested in either the idea of controlling the Biblical Greater Land of Israel nor in the settlement project Liberman didn’t have to work very hard to convince his base of secular hawks from the former Soviet Union that the ultra-Orthodox were their greatest enemy The ultra-Orthodox are the ones who question their Jewish identity and try to impose their religious lifestyle on them with their refusal to allow public transportation on the Sabbath and their attempts to control the sale of non-kosher foods The ultra-Orthodox fought back In the Sept 17 elections both groups came ahead with Liberman raising his party’s five mandates to eight and the ultra-Orthodox increasing theirs from 16 to 17 But there is little chance of the right wing parties coming together again to reconstruct their once-powerful alliance What’s more interesting is the fate of the national religious parties which harnessed their destiny to the Likud In April they won 44 mandates 35 for the Likud four to Kahlon and five to the union of right-wing parties plus four from Bennett and Shaked’s New Right party and another three from Moshe Feiglin’s Jewish Leadership Altogether 51 mandates went to the right wing bloc This election saw the hollowing out of the national religious movement’s political power The Likud won only 31 mandates down from 35 in April Even with the seats that were won with votes from supporters of Kahlon Feiglin Smotrich Rafi Peretz and Shaked and Bennett Netanyahu ended up with only 38 mandates in his bloc The Kahanist Otzma Yehudit Jewish Power did not pass the threshold but even if it had it would have brought only four additional seats bringing the total to 41 of the 61-seat minimum required for a coalition government The balance of power in the political right is now shaken up with critical implications If the ultra-Orthodox parties see that partnering with the right wing bloc doesn’t guarantee them a seat in the government they will rethink their alliance If voters from the former Soviet Union see that going to battle against the ultra-Orthodox makes them kingmakers in the Israeli political arena they won’t be rushing back to rejoin Netanyahu’s bloc The national religious movement will pay the highest political price for this redistribution of the balance of power They have consistently failed to break into politics as an independent party despite their self-perception as lords of the land Instead of rising to become the “new elite” the settler movement might be on its way to becoming a political burden — much like the now all-but forgotten Kibbutz Movement which became nearly irrelevant in 1977 after Menachem Begin led the Likud to victory cashier could claim victory in Tuesday’s elections Based on his assumed demographic group — most Russian-speakers from countries that were formerly in the USSR are firmly on the right — he is unlikely to be a left-winger On Tuesday a small percentage of right-wingers threw their support behind Avigdor Liberman who had promised to prevent another Netanyahu-led right-wing religious government This is a tiny group: Liberman won 4 percent of the vote in April with about two-thirds of the results published he won just over 7 percent on Tuesday The 3 percent difference however will be significant by the final tally Liberman will have eight to 10 seats Netanyahu had 60 seats for the right-wing bloc in April and needed Liberman to reach 65 Liberman’s additional seats make him the kingmaker: without him Netanyahu cannot come close to the number of seats he needs to form a governing coalition Israelis who voted for the right wing parties in April but who decided this time that they were ready to end Netanyahu’s reign voted for Liberman Any other right-wing Israeli who still supported Netanyahu remained with the far-right Yemina party one of the two ultra-Orthodox parties or – like Dalia – with Likud itself Netanyahu’s rivals in the Blue and White party appear to have lost a few seats from April when they reached 35 projections now show the party at 32 But the size of the center the Zionist left and the Joint List known collectively as the center-left bloc hardly changed from April The one factor that kept the bloc the same size was a stronger showing for the Joint List which is projected to win either 12 or 13 seats The two-point rise can probably be attributed to higher turnout only 49 percent of the Arab electorate voted in April It appears that this number rose dramatically to 60 percent which has made a big difference in maintaining the size of the bloc These two population groups 3 percent from the moderate right some of whom might have voted for Blue and White in April and the newly re-energized Arab Palestinian citizens who turned out are the driving forces behind what might lead to a change of government in Israel toward a right-centrist unity government between Likud and Blue and White in Israel The remainder of Israelis remained extraordinarily consistent voting as they did in April Despite musical-chairs for the parties the size of the ideological blocs – in other words counting Liberman on the right – has not changed The next government is not yet known and the direction and extent of change under a center-right unity government is not known It is clear however that the vast majority of Israeli voters did not change their minds fundamentally about their ideology and vision for the country The largest portion are still right wing could hear a sigh of relief – and even some cries of joy – among Israelis who identify with the center-left According to near-final results the right absorbed a serious blow Its voter intimidation campaign failed to deter Palestinian citizens of Israel from going to the polling stations and may have actually backfired giving the Joint List additional mandates Meanwhile the Zionist left parties held on to the same number of seats as in the previous election The Netanyahu era is probably coming to an end His options are limited: he might join a unity government with Blue and White which means the latter would backtrack on its campaign promise not to sit with Netanyahu his own party might oust him or there might be a third election In any case Netanyahu won’t be able to prevent the Attorney General from issuing criminal indictments against him he will soon be forced to step aside This is no small matter Given political patterns in Israel over the past decade the departure of Netanyahu might signal a shift in a new direction We might be seeing the last days of a decade-long Trump-like style of leadership based on racist rhetoric toward Palestinian citizens left-wing NGOs the media and the judicial system This is indeed a reason to rejoice The occupation however is not going anywhere Israeli military control over the day-to-day lives of millions of Palestinians in the West Bank the siege on Gaza and the structural discrimination against hundreds of thousands of Palestinians in East Jerusalem are all here to stay None of these three aforementioned groups were allowed to vote for the government that decides their fate Likud which is likely to play a central role in the next government with or without Netanyahu will not end the occupation or the siege Neither will Avigdor Liberman a settler who has historically incited against Palestinians Nor will Blue and White a party run by a group of former IDF generals who presided over the occupation and who have already made a career out of planning to bomb Gaza “back to the stone age” The end of the Netanyahu era does not mean the annexation of the Jordan Valley or the settlement of Kiryat Arba — which the prime minister promised in the last few days of his campaign — but it certainly is not the dawn of a new peace process Far from it The occupation not only not going anywhere but might actually become even more deeply entrenched Apart from the Joint List not a single party in these elections offered any solution for ending the occupation As Meron Rapoport previously wrote Jewish rule and supremacy throughout Liberal forces such as the Democratic Party in the US and particularly its voter base who have become more critical of Israel’s occupation policies might mistakenly see the fall of Netanyahu and the rise of the so-called “moderate” Blue and White party as a sign that things are about to change They might be fooled into thinking this “new Israel” deserves a second chance at peace negotiations That would be bad news for Palestinians outside of international pressure on Israel they have very little leverage Meanwhile Israelis prefer to maintain the status quo Trump has postponed the unveiling of his “Deal of the Century” until after the elections It will likely aim to further entrench Israel’s control over the occupied territories while trying to “buy off” Palestinian resistance with financial benefits and normalizing relations between Israel and Arab countries These developments will only embolden Israel to commit further human rights violations and war crimes While we celebrate the possible end of Netanyahu’s rule we must continue to remind the world about the silenced voices of our political environment Millions of Palestinians living under Israel’s boot are not going what is truly astounding is how widespread the problem has become Obesity in the land of Golden Arches has exploded by 70 over the last three decades for adults and by 85 over the same time period for children Today almost 100 million Americans are clinically obese Yet it seems the more that Americans address the problem – remember Michele Obama’s disastrous school lunch program – the worse the situation becomes We just yawn and stretch and loosen the belt to accommodate the bursting national waistline In 2015 for example a man from Rhode Island was so heavy – 1000 pounds or 453 kg – that authorities needed to use an industrial crane to move him out of the nursing home where he was residing Such fantastic stories are no longer as rare as they once were I learned this on a recent trip back to the US when I chanced upon a middle-aged man in a supermarket who was so heavy that he needed an electric cart to wheel himself around the store and recklessly fast I might add It was the first time I had seen such a thing I regret to say my sympathy for this person quickly vanished when I saw that most of the items in his basket consisted of high-processed junk food as well as bottles of high-calorie carbonated beverages to wash it all down How is it possible I thought to feel sorry for someone who is forced to use a mechanical contraption to get around yet refuses to see any connection between their physical plight and the poor diet they are on At this point however I had to pause and rethink my criticism Was this individual suffering from some sort of chronic disease that made losing weight impossible Perhaps he was suffering from a thyroid affliction Another possible explanation was that this guy was suffering from deep depression maybe due to some profound personal tragedy and his only relief came through the ‘coping mechanism’ of consuming food Or maybe he was simply living out his life exactly the way he wanted to without any regrets and despite the fact that it required him to use an electric buggy to get around town He may justify his condition by saying ‘It’s my business how I live my life leave me alone’ Yet such a carefree attitude doesn’t make the problem any less worrisome for the US government The New York Times recently summed up America’s health crisis in two words: “our food” In fact poor diet – not guns terrorism or car accidents – is the leading cause of mortality in the US The total economic cost of obesity when cardiovascular disease 351 billion and diabetes 327 billion are factored in comes out to an estimated 172 trillion write this article in light of recent political events in Britain For some time there has been an Anti-Semitism in the Labour party ‘scandal’ which has intensified in recent months after Labour’s strong showing at the last General election under Jeremy Corbyn There have been near-daily press reports accusing Jeremy Corbyn of Anti-Semitism and he has put under a level of pressure that we have rarely seen in British Politics The Labour NEC National Executive Committee was asked to adopt the International Holocaust Remembrance Alliance’s definition of Anti-Semitism in full in-order to demonstrate action on the matter Last week the NEC bowed to the pressure and did precisely that The IHRA code offers a definition of Anti-Semitism and 11 examples of what constitutes Anti-Semitism Many legal experts including the very author of the text have raised serious reservations about the code arguing amongst other things that it limits freedom of speech I am inclined to agree for me the IHRA code is a flawed and contradictory document which will be very problematic to enforce I feel that whilst there is indeed some Anti-Semitism in Labour can prejudice ever be entirely eradicated the whole issue is primarily a witch-hunt against Jeremy Corbyn because there is a realisation in many quarters that for the first time in many years we may have a Prime Minister in this country who has Pro-Palestinian sympathies This view is reinforced by a four-part documentary made by Al Jazeera The Lobby which uncovers a very sophisticated campaign led by the Ministry of Strategic Affairs in Israel and the Israeli embassy in the UK to vilify demonise and silence voices critical of Israel in the Labour Party One of the more controversial examples in the code argues it is Anti-Semitic to see Israel as a racist endeavour It is this supposition that I feel warrants further examination Palestinians fleeing their homes during the 1948 Nakba – ‘the great catastrophe’ Israel’s racist founding Modern Israel was founded on Zionist principles There are varying definitions of Zionism but in a nutshell it is as the Oxford English dictionary states ‘A movement for the re-establishment of a Jewish nationhood in Palestine’ It is this very desire to create a Jewish state that led to the expulsion and ethnic cleansing of 750000 Palestinian’s between 1947-1949 Zionist forces ethnically cleansed and destroyed approximately 530 Palestinian villages and cities killed circa 15000 Palestinians and committed close to 70 massacres Palestinians remember this as the ‘Nakba’ the catastrophe Zionists forces seized many of the former homes of Palestinians: to this day many Palestinians still possess the British mandate deeds to these properties Israel’s ethnic cleansing has continued more or less ever since Under the UN-mandated partition plan Israel was given 47 of historic Palestine it now occupies approximately 90 of it That which is not directly held is heavily controlled The 1967 six-day war led to the expulsion of a further 300000 Palestinians At present there are approximately 5 million Palestinians recognised as refugees by the UN Apartheid in practice Citizenship v nationality Roughly 20 of Israel’s population is Palestinian or ‘Israeli Arab’ in the official lexicon As it stands Israel has close to 70 discriminatory or ‘apartheid’ laws There is for instance the Law of return which guarantees automatic Israeli citizenship to all Jews irrespective of where they are born an honour not afforded to Palestinians displaced by Israel Israeli Palestinians by contrast are subject to a ban on family unification and are prohibited from living in Israel should they marry a fellow Palestinian from Gaza or the West Bank under the Citizenship and Entry Law 1 Unlike most liberal democracies Israel classifies its citizens as holding differing ‘nationalities’ It distinguishes between citizenship rights and national rights the latter are reserved almost exclusively for its Jewish citizens National rights are deemed to be superior to citizenship rights so if there is a conflict between a ‘Jews national right and a Palestinians individual citizenship rights the national right is given priority by officials and the courts’ The Justice Minister Ayelet Shaked confirmed this earlier this year when she stated that Israel should provide ‘equal rights to all citizens but not equal national rights’ She added: ‘Israel is a Jewish state It isn’t a state of all its nations’ 2 African migrants clash with Israeli soldiers In a report issued Sept 9 2014 Human Rights Watch says Israeli authorities have coerced almost 7000 Eritrean and Sudanese to return tot heir homes where they may face serious abuse Ethnic separation There is an admissions committee Law which enables communities to reject housing applicants based on ‘cultural and social suitability’ a euphemism for denying residency to non-Jews Ethnic separation is further reinforced through the education system Barring a few exceptions most educational institutions are separated into Jewish schools teaching in Hebrew and Arab schools teaching in Arabic Sociological studies show that not a single positive reference to Palestinians exists in Israeli high school textbooks This all leads to a situation where there is minimal contact between Jews and Israeli Palestinians3 Further As the journalist David Sheen points out ‘The Israeli government has long funded various efforts to try to prevent romantic relationships between Jews and non-Jews both inside territories it controls and around the world’ By law Israel does not allow people of different religions to marry one another In recent years Israeli government initiatives against mixed relationships both inside and out of Israel have been led by the far-right Jewish Home party and its leader Naftali Bennett During Bennett’s time as education minister Israel has removed books on mixed romantic relationships from recommended reading lists for high schools In his other role as the Minister for Diaspora Affairs Bennet has upped the ante and funding on stamping out relationships between Jews and non-Jews overseas as well In June 2016 he told a Knesset Israel’s Parliament committee that ‘the marriage of Jews to non-Jews in modern times is a disaster on par with four other tragedies of Jewish history including the Nazi Holocaust’ A few months later two Israeli’s beat to death a Sudanese asylum seeker because he dared to talk to a group of Jewish girls He was so severely beaten that his face was unrecognisable to members of his own family4 Israeli newspaper’s report that some public swimming pools are also separated there are specific visiting times for Jews and separate times for Bedouins A recent survey by the Pew research centre found that nearly half of Israel’s Jewish population felt that Israel’s Arabs should be expelled or transferred from Israel5 A survey conducted in 2012 found that 52 of Israeli Jews agreed that African migrants ‘are a cancer’ 6 Palestinian lawmakers tear up copies of the nation-state law in the Knesset July 19 2018 Credit Olivier Fitoussi Basic Laws support second class citizenship for Arabs In June of this year Israel’s Knesset disqualified a bill suggested by an Arab party that called for all citizens to be treated equally rejecting the argument it must recognise the rights of its Arab minority as equal to the Jewish majority The fact that the bill was dismissed before even being debated by the Knesset was apparently unprecedented Israel doesn’t have a formal constitution this role is effectively carried out by a system of Basic Laws In July this month the Israeli Parliament passed a new Basic Law the Jewish ‘Nation-State’ Law This Law declares that only Jews have a right to self-determination in the country The Law was widely condemned outside of Israel and by powerful voices within with the famous Israeli composer Daniel Barenboim for instance saying it made him ‘ashamed to be Israeli’ 7 Discrimination against non-white residents Such prejudice formal separation and treatment however is not limited to Israel’s Palestinian/Arab population Israeli officialdom has long celebrated Operation Moses which involved saving thousands of Black Ethiopian Jews from persecution and bringing them back to Israel This however is only part of the story Despite Israel’s claim to be a Jewish state many Ethiopian Jews have faced appalling discrimination and racism They are denied equal opportunities suffer from the highest poverty rates among Israel’s Jews and most of their children study in predominantly Ethiopian schools Many are confined to the periphery of Israeli society In the 1990’s Israeli blood banks stealthily refused to accept the blood of Ethiopian Jews Further the Israeli government admitted that it gave birth control injections to Ethiopian women without their consent8 Other non-Jewish black migrants to Israel have suffered a similar fate Last year Prime Minister Benjamin Netanyahu devised a scheme to send roughly 40000 African migrants to Rwanda and Uganda on a per head fee basis he only dropped the plan after an outcry To justify his scheme he argued in a public speech that the arrival of African refugees was ‘much worse’ for Israel ‘than severe attacks by Sinai terrorists’ In March of this year one of Israel’s two chief rabbis Yitzhak Yosef called black people ‘monkeys’ and the Hebrew equivalent of the N-word in his weekly sermon9 Rejection of Syrian refugees Since 2011 there has been a vicious Civil War in Syria which shares a border with Israel This has led to the deaths of approximately 500000 people and created over 5 million refugees Naturally neighbouring countries have had to bear the bulk of the burden for most of these Turkey has accommodated approximately 35 million refugees Jordan a small country 12 million to the point where it has had an almost unbearable impact on its infrastructure and Lebanon around 1 Million10Many countries around the World have also taken in some Israel by contrast hasn’t taken in any one doesn’t have to be a genius to figure out why “Apartheid Plus” As part of the Rome Statute of 2002 International Law defines the crime of apartheid as ‘an institutionalised regime of systematic oppression and domination by one racial group over any other racial group or groups and committed with the intention of maintaining that regime’ That is precisely what operates in Israel no matter how much its officials seek to disguise it in legalese and sophistry Bishop Desmond Tutu- who has first-hand experience of apartheid in South Africa-argues in fact that Israel’s treatment of Palestinians is worse than that of Black people during apartheid he has called it ‘apartheid plus’ Former American President Jimmy Carter made similar comparisons11 As the British writer Jonathan Cook points out “The discrimination faced by Palestinians in Israel is not illegal informal unofficial or improvised It is systematic institutional structural and extensively codified satisfying very precisely the definition of apartheid in International Law and echoing the key features of South African apartheid’12 To conclude from the above it’s very clear what kind of polity Israel is This also raises the question of whether Israel can legitimately be described as a democracy In Britain however we are now faced with the situation whereby to refer to Israel as a racist endeavour will mean that an individual is liable to lose their membership of the largest party in the country and this when Israel’s own leading figures are often unapologetically racist This consensus I strongly suspect will become the norm in British politics as it has in and one thing only Not the economy nor the occupation nor even corruption scandals It was about Benjamin Netanyahu Should he head yet another far-right government or should his 10-year divisive rule come to an end Barring a last-minute upset as the final ballot papers are counted Israelis have made their verdict clear: Netanyahu’s time is up In April’s inconclusive election which led to this re-run Netanyahu’s Likud party tied with its main opponent in the Blue and White party led by retired general Benny Gantz This time Gantz appears to have nudged ahead with 32 seats to Netanyahu’s 31 in the 120-member parliament Both parties fared worse than they did in April when they each secured 35 seats But much more significantly Netanyahu appears to have fallen short of the 61-seat majority he needs to form yet another far-right government comprising settler and religious parties Prime Minister Benjamin Netanyahu Racist reckless campaigning His failure is all the more glaring given that he conducted by far the ugliest – and most reckless – campaign in Israeli history That was because the stakes were sky-high Only a government of the far-right – one entirely beholden to Netanyahu – could be relied on to pass legislation guaranteeing him immunity from a legal process due to begin next month Without it he is likely to be indicted on multiple charges of fraud and breach of trust So desperate was Netanyahu to avoid that fate according to reports published in the Israeli media on election day that he was only a hair’s breadth away from launching a war on Gaza last week as a way to postpone the election Israel’s chief law officer attorney general Avichai Mendelblit stepped in to halt the attack when he discovered the security cabinet had approved it only after Netanyahu concealed the army command’s major reservations Netanyahu also tried to bribe right-wing voters by promising last week that he would annex much of the West Bank immediately after the election – a stunt that blatantly violated campaigning laws according to Mendelblit Facebook was forced to shut down Netanyahu’s page on two occasions for hate speech – in one case after it sent out a message that “Arabs want to annihilate us all – women children and men” That sentiment appeared to include the 20 per cent of the Israeli population who are Palestinian citizens Netanyahu incited against the country’s Palestinian minority in other ways not least by constantly suggesting that their votes constituted fraud and that they were trying to “steal the election” He even tried to force through a law allowing his Likud party activists to film in Arab polling stations – as they covertly did in April’s election – in an unconcealed attempt at voter intimidation The move appeared to have backfired with Palestinian citizens turning out in larger numbers than they did in April US President Donald Trump meanwhile intervened on Netanyahu’s behalf by announcing the possibility of a defence pact requiring the US to come to Israel’s aid in the event of a regional confrontation None of it helped Coalition-building complications Netanayhu’s only hope of political survival – and possible avoidance of jail time – depends on his working the political magic he is famed for That may prove a tall order To pass the 61-seat threshold he must persuade Avigdor Lieberman and his ultra-nationalist Yisrael Beiteinu party to support him Former defense minister MK Avigdor Lieberman he resigned because of a ceasefire in Gaza which he characterized as “surrendering to terror Netanyahu and Lieberman who is a settler are normally ideological allies But these are not normal times Netanyahu had to restage the election this week after Lieberman sensing the prime minister’s weakness refused in April to sit alongside religious parties in a Netanyahu-led government Netanyahu might try to lure the fickle Lieberman back with an irresistible offer such as the two of them rotating the prime ministership But Lieberman risks huge public opprobrium if after putting the country through a deeply unpopular re-run election he now does what he refused on principle to do five months ago Lieberman has nearly doubled his party’s seats to nine by insisting that he is the champion of the secular Israeli public Most importantly for Lieberman he finds himself once again in the role of kingmaker It is almost certain he will shape the character of the next government And whoever he anoints as prime minister will be indebted to him The deadlock that blocked the formation of a government in April still stands Israel faces the likelihood of weeks of frantic horse-trading and even the possibility of a third election Palestinians in Israeli election Nonetheless from the perspective of Palestinians – whether those under occupation or those living in Israel as third-class citizens – the next Israeli government is going to be a hardline right one On paper Gantz is best placed to form a government of what is preposterously labelled the “centre-left” But given that its backbone will comprise Blue and White led by a bevy of hawkish generals and Lieberman’s Yisrael Beiteinu it would in practice be nearly as right wing as Netanyahu’s Gantz even accused Netanyahu of stealing his idea in announcing last week that he would annex large parts of the West Bank The difficulty is that such a coalition would depend on the support of the 13 Joint List legislators representing Israel’s large Palestinian minority That is something Lieberman has rejected out of hand calling the idea “absurd” early on Wednesday as results were filtering in Gantz appears only a little more accommodating The solution could be a national unity government comprising much of the right: Gantz’s Blue and White teamed up with Likud and Lieberman Both Gantz and Lieberman indicated that was their preferred choice on Wednesday The question then would be whether Netanyahu can worm his way into such a government or whether Gantz demands his ousting as a price for Likud’s inclusion Netanyahu’s hand in such circumstances would not be strong especially if he is immersed in a protracted legal battle on corruption charges There are already rumblings of an uprising in Likud to depose him One interesting outcome of a unity government is that it could provoke a constitutional crisis by making the Joint List the third-largest party the official opposition That is the same Joint List described by Netanyahu as a “dangerous anti-Zionist” party Ayman Odeh would become the first leader of the Palestinian minority to attend regular briefings by the prime minister and security chiefs Netanyahu will continue as caretaker prime minister for several more weeks – until a new government is
