the ‘atomic archives’ back to center stage and further sabotage the Iran nuclear deal This is a grave strategic mistake By Shemuel Meir Prime Minister Benjamin Netanyahu exposes files on Iran’s nuclear program in a press conference at the Kirya government headquarters in Tel Aviv on April 30 2018 Miriam Alster/Flash90 The Joint Comprehensive Plan of Action JCPOA the multilateral agreement that restricts Iran’s nuclear program and prevents it from developing nuclear weapons has reached a critical juncture In the midst of the crisis surrounding the future of the JCPOA Yukiya Amano passed away Amano who was the head of the IAEA from 2009 until his death played a major role in overseeing the implementation of the nuclear agreement which was signed in the summer of 2015 This has been the strictest implementation of the most intrusive monitoring plan in the history of nuclear agreements The IAEA published 15 inspection reports proving that Iran was in compliance with the agreement until the beginning of July 2019 when the country announced that it was deviating from the JCPOA Dozens of heads of state and foreign ministers published tributes and expressed their profound grief at the death of the Japanese diplomat commending the exceptional diplomatic skills intellectual integrity and outstanding professionalism that he brought to his role The international community understood how grave his death was at such a critical moment Israeli Prime Minister Netanyahu was not among the heads of state who mourned the death of Amano nor did he publish a tribute in his name Netanyahu’s lack of sympathy for Amano has been evident all along reaching its peak in September 2018 when Netanyahu directly addressed the IAEA director from the stage of the UN General Assembly “Once and for all tell the world the truth about Iran” implored Netanyahu A series of statements and leaks this summer provide an indication of Netanyahu’s intentions – with the assistance of United States national security advisor John Bolton – to bring about a quick and final dismantling of the JCPOA The first indication which passed under the radar can be found in the report from the veteran military commentator Alex Fishman who has access to sources among the highest echelons in the defense circles According to Fishman Bolton met with Netanyahu and with Ze’ev Snir the head of the Israeli Atomic Energy Commission to coordinate positions on the “Iranian violations of the JCPOA” in advance of the annual meeting of the IAEA Board of Governors which will take place this coming September Netanyahu’s Iran “lecture” at the annual UN General Assembly will also take place in September Meanwhile as in a suspense film the “atomic archive” returned to center stage in the attempts to dismantle to JCPOA Netanyahu promised “more evidence will be revealed soon” from the atomic archive And indeed in his speech at the Herzliya Conference Mossad Director Yossi Cohen hinted that documents from the atomic archive point to an active Iranian nuclear weapons program His lecture contained a new element which passed under the radar: the atomic archive enabled Israel to send IAEA quoted as asserting that based on material from the atomic archive the IAEA had found that soil samples from the “radioactive warehouse” in Teheran contained “traces of radioactive material” According to the report this was proof of the existence of banned nuclear material and a violation of the Non-Proliferation Treaty NPT to which Iran is a party The channel’s military commentator added another element to the report emphasizing that the Israeli revelation was proof that Iran continues to secretly develop nuclear weapons even after signing the JCPOA and that it was deceiving the signatories of the agreement This was a double violation on Iran’s part of both the JCPOA and the NPT These leaks were apparently an effort on Netanyahu’s part to goad the IAEA to present “incriminating findings” that were revealed by the exclusive Israeli leaks Netanyahu needed an “incriminating” IAEA report to convince the European signatories France the UK and Germany to withdraw from the JCPOA – and in doing so to finally bring about its demise Through public discourse think tank articles and leaks to the media Netanyahu is trying to create the impression that the Israeli reports are actually factually verified IAEA reports revealing a grave Iranian violation that is occurring right now This is not necessarily the case Let’s look at the facts In March 2019 following an intelligence examination at the IAEA headquarters of materials that Netanyahu provided from the atomic archive IAEA head Amano sent inspectors to the “radioactive warehouse” in Teheran This was an undeclared site that had not been visited in the past by IAEA inspectors The inspectors visited the suspicious warehouse a number of times This is an indication of positive cooperation on Iran’s part and of its fulfillment of the JCPOA obligations and of the Additional Protocol regarding inspection visits to suspicious undeclared sites The nuclear agreement’s inspection mechanisms are functioning without obstruction in spite of the American pressures to demolish the agreement This also contradicts Israeli claims that Iran is obstructing the IAEA’s work and not allowing its inspectors to enter undeclared sites It is worth pointing out that in addition to hundreds of inspection visits per year to declared sites IAEA inspectors carried out tens of inspection visits to suspicious undeclared sites in Iran In 2017 for example there were 35 special complementary visits to undeclared sites This means that these types of visits took place almost every 10 days which is unprecedented when compared to the years preceding the JPCOA Going back to the radioactive warehouse: even if there were banned radioactive materials in the warehouse from a technical perspective it is impossible to erase such traces even many years after the materials have been removed This is the nature of nuclear materials The IAEA inspects the environmental samples for technical analysis and for demanding that Iran provide answers including dates about the materials and the equipment that were present in the warehouse These are IAEA procedures and they take time The IAEA is well aware of the heavy responsibility that it bears It has proven in the past that it does not treat any findings lightly The IAEA has not yet published anything regarding the samples taken from the radioactive warehouse Mark Fitzpatrick a former senior member of the London Institute for International Strategic Studies said that based on his “understanding” a hint to personal information he may have received from the IAEA it is possible that the material traces from the “green salt” project formed part of Iran’s military nuclear program that ended in 2004 If so this is a serious case of non-reporting on Iran’s part and a violation of the safeguard and monitoring rules during the period that preceded the JCPOA – meaning not a violation of the JCPOA which was signed in 2015 We must therefore wait for the full IAEA investigation Until the IAEA gives its opinion on the radioactive warehouse in Teheran Netanyahu continues to present the international community with documents from the atomic archive as proof of an active nuclear weapons program It should be made clear that the atomic archive as its name indicates deals with the past – with records documenting Iran’s organized military weapons program AMAD for the development of nuclear weapons including the intention to build five bombs which it ceased and closed towards the end of 2003 This should surprise no one Already in 2007 the US National Intelligence Council published a report on the nuclear weapons program that Iran operated until 2003 The IAEA also knew about and detailed this nuclear weapons program in a special report published in 2011 In spite of all the analytic and operational difficulties thanks to the combined efforts of US and Israeli intelligence services and the IAEA oversight system in the decade preceding the JCPOA the years in which Iran misled and played a game of cat and mouse intelligence bodies and the IAEA were able to conclude that Iran had an organized nuclear weapons program and to expose its efforts to produce fissile material Most importantly: the archives do not contain any evidence that Iran has an active program for the development of nuclear weapons to this day There is no factual basis for Netanyahu’s endlessly repeated statement that “Iran is continuing to work toward an arsenal of nuclear bombs” This evaluation is supported by leading analysts in strategic affairs including intelligence and nuclear researchers at Harvard’s Belfer Center for Science and International Affairs who were invited by Mossad director Yossi Cohen to examine the classified atomic archive According to a detailed analysis by the Belfer Center’s researchers the archive documents are of great importance for understanding the Iranian nuclear program but since they only deal with activities before 2004 they cannot serve as evidence of a nuclear weapons program following that date Prime Minister Benjamin Netanyahu presents files on Iran’s nuclear program in a press conference at the Kirya Israeli research articles Inspired by Netanyahu and pro-establishment research institutes Israel prefers to exclusively cite the alarmist reports of the David Albright Institute for Science and International Security and the Foundation for Defense of Democracies FDD which also had access to the Mossad’s classified documents and which claim that Iran has an active nuclear weapons program still today Given the fragile situation and the tension between Iran and the United States it is not clear how much the IAEA will receive the tranquility necessary to investigate the radioactive warehouse It appears that Netanyahu with the active help of John Bolton is planning to exploit the fragile situation for a final push to remove the three European signatories to the JCPOA thereby bringing about its end in the coming months The public relations and diplomatic campaign to destroy the nuclear agreement is already underway The JCPOA is at a critical juncture Incorrect or careless moves by one of the parties may lead to the dismantling of the very agreement that blocked Iran’s path to nuclear weapons and that removed the existential threat to Israel Paradoxically the State of Israel was one of the main beneficiaries of the nuclear agreement with Iran In contradiction with senior defense advisors Netanyahu is trying to draw a continuous line between Iran’s attempts to develop nuclear weapons during the late 1990s and its nuclear program today as if “Iran has been deceitful all along” But the nuclear facts intelligence materials and the IAEA inspectors’ reports say otherwise We do not know how the tense discussions between Iran and the three European signatories to the JCPOA will end Iran has officially announced that it intends to deviate from additional clauses of the agreement at the “third step” in early September if the unilateral US sanctions are not lifted At this stage the Europeans are adhering to the diplomatic process The have declared their continued commitment to preserving the JCPOA and avoided using the term “violations” They disagree with Netanyahu’s statement that Iran’s recent deviations in the area of low uranium enrichment LEU for civilian uses are aimed at attaining nuclear weapons We can estimate that as long as Iran does not exceed uranium enrichment to the level of 20 percent and as long as Iran continues to adhere to the NPT and to the IAEA’s tight inspection regime including the Additional Protocol the Europeans will be able to continue working toward a diplomatic solution Iran will indeed be in the situation of having violated the JCPOA but at the same time will be adhering to the NPT which forbids the highly enriched uranium HEU to a military level and will enable the continuation of the IAEA inspection mechanism This will be a unique situation in nuclear history A final comment: it is a mistake to believe as Israeli commentators do that the nuclear agreement granted Iran a certificate of good behavior and acquitted it of past violations The nuclear agreement together with the intrusive inspections are like a “probation officer” assigned to Iran for past behavior and violations Every three months Iran is brought before its “probation officer” in the form of the IAEA quarterly reports Only after the IAEA is completely convinced that Iran is not secretly developing nuclear weapons and that all nuclear materials remain in peaceful purposes will it provide it with a certificate of exoneration – what the IAEA calls the “broader conclusion” Based on the JCPOA framework this is expected around 2024 This process takes time It took South Africa which had developed six nuclear bombs nine years to receive that certificate Shemuel Meir is a former IDF analyst and associate researcher at fleeing the country they had once thought they were going to spend their entire lives in disgusted by the violent deterioration in democracy there They are labeled the “Putin Aliyah” in honor of the man who prompted their departure from Russia One can only guess the nausea they felt last week upon discovering the Likud party’s enormous campaign posters in Tel Aviv which featured Prime Minister Netanyahu in the company of Putin under the slogan “A Different League” The posters were put up the day after the opposition in Russia held a mass demonstration that was brutally put down by the police Russian immigrants took to social media to express their anger at the Likud’s Putin glorification campaign “I feel like Putin is chasing me as I pass under his huge poster with Bibi in Tel Aviv” said Ella Brisova Brisova who works as a journalist left Russia in 2013 a year after Putin was elected president for the umpteenth time With the continued decline of democracy in Russia she felt it would be increasingly difficult to continue working in her profession The Putin Aliyah began two years earlier in 2011 after the president announced his intention to run once again “I’m very frustrated to see his portrait on the streets of Israel” said Brisova “I don’t want him and his worldview to make their mark on Israel Many Russians and Ukrainians feel the same way” ‘Bibi is not in Putin’s league yet’ Had the negative response come solely from those who fled Putin’s growing authoritarianism it would have hardly made a dent in Netanyahu’s election campaign After all the Putin Aliyah’s numbers are relatively small and the Russian president is certainly not the first tyrant with whom Netanyahu has gladly been photographed But the new immigrants are not the only ones upset by Putin’s image in the heart of Tel Aviv The “Russian vote” makes up approximately 15 Knesset seats and was roughly equally divided between Likud and Avigdor Liberman’s Yisrael Beteinu party in the last elections According to the latest polls two to three of those seats have moved from Netanyahu to Liberman and it is likely that most Russian-speaking Likud voters are older more committed to the party’s ideology and perhaps would remain loyal to Netanyahu through thick and thin They are most likely not intimidated by Netanyahu’s relationship with Putin Perhaps the opposite is true Prime which shapes their worldview Their adulation for a “strong leader” is one of the defining characteristics of the post-Soviet identity and is based on the idea that someone like Putin can benefit his nation far better than democracy can But the younger generation has a different attitude toward their erstwhile leader “When I see the photo of Netanyahu with Putin under the slogan ‘A Different League’ I think Netanyahu is lying” said David Eidelman a political analyst who focuses on Israel’s Russian speakers “Netanyahu is still not where Putin is when it comes to corruption and is not in Putin’s league when it comes to crushing the legal system It is impossible to investigate and file a criminal indictment against Putin Bibi might want it to be like that but this is still a dream Putin in my eyes is not the right person for promoting an election campaign — neither among Russians nor in general” A split in the community If you ask former Yisrael Beiteinu MK and current Netanyahu consultant Robert Ilatov criticizing Putin’s inclusion in the campaign carries a political price for Israel “There is an extensive strategic discussion taking place among world leaders” Ilatov explained “Bibi is not simply part of this discussion he is the initiator Those who try to present it otherwise are causing political damage to the State of Israel After all the poster does not refer to what is happening there on the inside in Russia Thus anyone who attacks this issue harms Israeli interests” Putin may visit Israel prior to the elections to attend the inauguration of a memorial to the victims of the siege on Leningrad The Prime Minister’s Office is applying pressure on the Russian leader though the final decision is entirely in Putin’s hands At this point Netanyahu himself will have to consider the feasibility of the visit While Ilatov is right when he says that the Putin banner does not reference what is happening inside Russia the truth is that it is impossible to completely separate the “internal” and “external” in the country Putin after all is not just another iron-fisted leader dictator or tyrant He evokes strong emotional reactions in hundreds of thousands of Russian speakers in Israel and continues to influence their lives from afar Consider the immigrants who came to Israel from Ukraine whose population size is almost equal to that of Russian immigrants Israelis tend to lump all those who came to the country from former Soviet states into one group labeling them “Russians” But the mistake is not merely sociological — it also has political consequences The Crimea crisis and the Russian takeover of the territory have torn apart the Russian-speaking community in Israel pitting Russians against the Ukrainians Anti-LGBTQ sentiment from Moscow to Israel Coincidentally the Likud headquarters in central Tel Aviv where one of the Putin posters was hung is located directly across from Meir Park home to the city’s LGBTQ center If belonging to the Israeli LGBTQ community is hard enough being part of its Russian-speaking contingent is event harder Those who immigrated from the USSR brought with them a form of homophobia that was the result of Soviet education As time went on the Russian-speaking community’s anti-LGBTQ stance softened although it has not disappeared entirely The passing of anti-LGBTQ legislation in Russia which began in 2013 creates not only intolerance in the country but puts members of the community in real physical danger In the global village of Russian speakers the atmosphere “there” crosses borders into the community in Israel Nadia Eisner a member of the LGBTQ community in Israel and an editor at the Russian-language Relevant news site sees a direct connection between the homophobic rhetoric coupled with growing violence in Russia and the increasing homophobic atmosphere in the Russian-speaking population in Israel Members of the Israeli LGBTQ community demonstrate against Russian President Putin while he is in Israel on an official visit June 25 2012 Miriam Alster/Flash90 Eisner argues that there is a synergy between the homophobic violence in her home country and the growing anti-LGBTQ sentiment among the more radical segment of Israel’s national-religious community Recently a homophobic parade was organized in Haifa under the slogan “The Family March” According to Eisner this is the first time in the history of the Russian community that such a procession was publicized as an event on Facebook in Russian The photos from the parade show religious Jews holding signs in Hebrew while behind them stand a large group of Russian speakers with signs of their own one of which says “Mom and Dad make a happy family” in Russian That’s a bit strange considering immigrants from the former Soviet Union came in families of all forms including a particularly high rate of single parents Partnering up with Putin is not the only problematic aspect of the campaign being run by Netanyahu who is often described as a master campaigner in the Russian-speaking public One likely possibility is that Netanyahu is simply relying on poor campaigners when it comes to targeting Russian speakers Another possibility is that for the first time Netanyahu is stepping into uncharted territory In previous elections Bibi had subcontractors like Natan Sharansky or Liberman who could clinch the Russian vote There is yet another explanation Despite what commentators believe it is possible that the Likud’s Putin campaign is not meant to target Russian speakers but is geared toward the Israeli public writ large which is uninterested in internal Russian politics and is impressed by seeing the leader of their small country playing in the big leagues with the likes leaders in Tokyo but rather Stalin and the Soviet government At the war’s end the US government was almost giddy feeling that it had come out on top – its industry humming its homeland unscathed its military now built up and hardened by battle experience and a super weapon that no other nation had in its arsenal Germany and Japan were vanquished and it was felt that the Soviet Union which had suffered heavy human and infrastructural damage during the war was a good 10 years away from developing its own bomb The Soviet spy network inside and around the Manhattan Project had not yet been discovered There was talk in the Pentagon and President Truman’s war room of taking advantage of America’s monopoly on nuclear weapons to attack the USSR and make sure it could never develop a bomb In fact there was talk of using atom bombs to destroy Russia as an industrial nation The problem as physicists Michio Kaku and Daniel Axelrod wrote in a well-researched and documented book called ‘To Win a Nuclear War: The Pentagon’s Secret War Plans’ South End Press 1987 was that Pentagon strategists felt 300 A-bombs would be required to destroy Russia but as of December 1945 the US atomic stockpile was two bombs Production was painfully slow and even by 1948 there were only 50 bombs But the pace of construction was accelerating and by January 1949 there were 133 bombs It was looking like there would be the needed 300 bombs to launch what was called “Operation Dropshot” – an all-out first-strike on 200 Soviet targets – by the end of the year Also on rtcom Our nukes help us talk with US on even footing – Russian Security Council chief Then in August 1949 to the astonishment of the US government the Soviet Union exploded its first bomb a plutonium device remarkably similar to the “Fat Man” that destroyed Nagasaki There was a reason for that similarity During the years of the Manhattan Project a remarkable assemblage of Nobel and other prominent physicists – Americans and European exiles – worked in what was supposed to be absolute secrecy in a carefully secured scientific enclave called Los Alamos in the New Mexico desert Every effort was made to keep out German – and Russian – spies But the effort especially when it came to the Soviets was a failure Two of those spies Klaus Fuchs and Ted Hall were particularly important Fuchs a young German physicist and German Communist Party member fled to Britain in 1933 as Hitler and the Nazis came to power He became employed during the war as part of a British program to develop an atomic bomb later being transferred to Los Alamos where his focus was working on the implosion device of the plutonium bomb Ted Hall the son of two Russian Jewish immigrants to the US was a brilliant young man who went to college in New York at 15 transferring to Harvard at 18 as a junior where he majored in physics Recommended to the Manhattan Project by Prof John Hasbrouck Van Vleck he ended up at Los Alamos before even receiving his bachelor’s degree from Harvard and was put to work helping to get the plutonium implosion mechanism to work Gorbachev says US decision to quit INF will result in ‘chaos’ While Fuchs almost immediately made contact with Soviet intelligence in Britain motivated by a desire to defeat the Nazis in his home country and to help the embattled Soviet Union Hall only slowly came to the decision on his own that the US emerging from World War II with a monopoly on the atom bomb would be a menace both to Russia and to the rest of the world In an almost comical effort in 1944 during a visit to his family in New York City he and his friend and former Harvard roommate Saville Sax went around the city trying to locate a Soviet agent to whom they could give information about the bomb project Their initial efforts such as a visit to the US Communist Party headquarters and to the Soviet Consulate were met with understandable skepticism But Hall’s visit to the offices of Amtorg the Soviet government’s import/export agency worked better There he was put in touch with Sergei Kurnakov a Soviet intelligence agent who met with Hall and forwarded his information about the plutonium bomb to Moscow where top scientists working on the Soviet bomb project recognized its accuracy They also saw that it comported with what Fuchs was sending them The information was bolstered by the fact that the two scientists who didn’t know each other were providing the same details The Soviet bomb project was soon altered to ignore for a time development of a uranium bomb and to put all efforts into developing a plutonium bomb That decision led to rapid success and according to Kaku Axelrod and others may well have saved the Soviet Union from a massive US nuclear attack as early as 1949 or 1950 The ultimate death toll in Hiroshima and Nagasaki eventually exceeded 300000 including those who died of radiation sickness burns and later of cancers from the radiation – all from what by today’s standards were two tiny atom bombs As we look back it’s worth noting that the spying efforts of Fuchs Hall and many other lesser figures – including Julius Rosenberg and his wife Ethel who were both executed in 1953 for treason – which helped accelerate the development of a Soviet bomb not only saved the USSR but also gave the world 74 years so far! free of atomic bombs exploding in war Those years have also been free of head-to-head battles between great powers since no nation would attack another nation that possessed nuclear weapons knowing that such an attack would quickly result in a nuclear war Also on rtcom The Pentagon’s new nuclear doctrine is scary as hell Of course instead of war we’ve had decades of sometimes terrifying Cold War and massive spending on an endless arms race one that has come to include many nations including the US Russia China North Korea Israel Britain France Pakistan India and Iran Now that madness is coming back with a vengeance after the US pulled out during the Bush/Cheney administration from the Anti-Ballistic Missile Treaty that was negotiated by US President Nixon and Soviet General Secretary Brezhnev and now in 2019 under President Trump from the Intermediate Nuclear Forces Treaty that was negotiated in 1987 by President Reagan and General Secretary Gorbachev Adding to the new weapons competition is President Trump’s call for a US Space Force and Russia’s development of hypersonic cruise missiles with intercontinental range We were lucky that volunteer spies inside the US Manhattan Project prevented the achievement by one country – in that case the US – of a nuclear monopoly We’ll have to hope that some new miracle prevents one country from achieving a similarly huge technological breakthrough in weapons development that would give it a similar monopoly position Either that or we need saner heads in both countries and in China to decide it’s a better idea to wind down the competition in weapons of mass destruction and seek peace or below… By Alison Weir Former Congressman Paul Findley a longtime advocate for Palestinian human rights has passed away at the age of 98 Findley was a forefather of the movement for justice in Palestine speaking and writing on the issue for almost half a century Findley was a Republican Congressman from Illinois when he began speaking out about Palestine in the 1970s Before long the Israel lobby targeted him and after serving 22 years in Congress he was pushed out in 1982 Findley then wrote a groundbreaking book: They Dare to Speak Out: People and Institutions Confront Israel’s Lobby He described in riveting detail how Israel partisans had similarly worked to push out other Americans who had spoken out about Palestine from positions in Congress the media academia and elsewhere A PDF is available here In the introduction to They Dare to Speak Out Findley wrote: “Much of the information provided here is volunteered by career government officials who want the public to be aware of how the lobby functions but insist that their own names be withheld These requirements tell a lot about the sensitivity of the subject matter” Findley revealed that It had been extremely difficult to get the book published: “Declining to represent me New York literary agent Alexander Wylie forecast with prophetic vision that no major US publisher would accept my book He wrote ‘It’s a sad state of longtime congressman Paul Findley over the past few years his legacy remained far from silent The Jacksonville native who rose to political power as a Republican member of the House of Representatives from 1961 to 1983 died Friday He was 98 Findley was born June 23 1921 and graduated from Jacksonville High School and Illinois College After receiving his bachelor’s degree he served in the Navy from 1943 to 1946 attaining the rank of lieutenant while stationed in the Pacific It was there he met his future wife Lucille Gemme while both were stationed on the island of Guam She was one of the few enlisted women in the war effort and served as a flight nurse helping to save the lives of wounded soldiers “They certainly fell in love during the war” said Findley’s son Craig “… They were both lieutenants but my mother was quick to note that she did outrank Dad” They returned to the United States and moved to Washington DC where Findley started working as a journalist He returned home to west-central Illinois and pursued his passion for writing becoming president of the Pike Press in Pittsfield before an unsuccessful bid in 1952 for the Republican nomination for state Senate His journalistic endeavors would continue throughout his life as he penned six books largely about politics and Congress His political journey started with his election to the 87th Congress Findley would be elected to the next 10 Congresses before his loss to Dick Durbin now a senator Findley was a champion for farmers serving on the Board for International Food and Agricultural Development from 1983 to 1994 More than that however his name became deeply attached to foreign affairs and civil rights Findley established himself as a straight-forward speaker and champion for the underdog In April 1965 Findley chose Frank Mitchell of Springfield then a 15-year-old student at Feitshans High School as the first African-American page for the US House of Representatives The congressman who as a teenager wrote a letter to the editor denouncing a minstrel show and calling for a boycott cajoled fellow Republican lawmakers to support the Civil Rights Bill “Republican leader Gerald Ford announced he would oppose the 1964 Civil Rights Bill although he supported all the rest That bothered me” Findley recalled in a 2015 interview with the Journal-Courier “I decided to send a letter to all House Republicans urging an affirmative vote I should have told Ford what I was planning The next year I suggested to him that Republicans should take the lead by appointing the first black to a page assignment Republicans were alerted about five page spots Ford of course controlled them all He liked the idea and later in the day asked me to recommend someone from my district for that historic position” In a 2014 column for the Journal-Courier Findley reflected on the importance of racial harmony “Racial turmoil may not disappear completely in America until most of us take the racial challenge seriously” he said “Bad apples are present in both white and black races but that reality should not deter interracial civility harmony and friendship Whites and blacks must begin to welcome each other into their churches homes and yes families We must acknowledge that the only real difference between races is in the pigmentation of skin It is time for all of us to recognize that black and white are beautiful colors in the rainbow of humankind “Whites and black need to discover each other face-to-face How about creating opportunities to sit down together and enjoy civil conversation over a favorite drink in your home Is that really difficult to arrange” Findley was an early critic of the Vietnam War and one of the primary authors of the 1973 War Powers Act to limit a president’s authority to wage war He was an advocate for engagement with the Arab world particularly Palestine and a fellowship program bearing his name allows 25 university undergraduate and graduate students a 10-week professional- academic- and career-opportunity internship in Washington DC each year The program features a mix of Arab-US relations professional involvement career exploration and cultural encounters A founding member of the advisory board of the National Council on US-Arab Relations Findley in 2013 received the council’s first-ever Distinguished Public Service and Lifetime Achievement Award He also co-founded The Council for the National Interest which seeks to encourage and promote a US foreign policy in the Middle East that is consistent with American values protects US national interests and contributes to a humane solution in the Arab-Israeli conflict The relationships he established included one with Khalaf al Habtoor of Dubai a businessman Findley recalled as a “rare billionaire who invests his earnings in education anti-poverty programs and peace efforts” Findley brought Al Habtoor to Jacksonville for the first time several years ago and Illinois College archives bear his name — the Khalaf Al Habtoor Archives in IC’s Schewe Library The college also maintains the Paul A Findley Congressional Office Museum where many of the late congressman’s artifacts including many of his congressional papers are stored “I had no dream ever that my papers records artifacts would receive such attention here at Illinois College” Findley said “I’m overwhelmed with what’s being done to preserve the records of what I attempted to do in Congress and do since” Illinois College President Barbara Farley said the Class of 1943 graduate was devoted to the success of Illinois College students and was a “mentor to many” His service to Illinois College is a part of his legacy alongside his service to his community and country “Paul Findley was a pillar of the Illinois College community” she said adding that he “will be greatly missed” Findley’s time in Congress lasted through seven presidents One he recalled with fondness was Jimmy Carter The congressman met Carter in 1977 and committee assignments often put him and the president together “Of the seven presidents with whom I served he stood out as a remarkable human being He was kindly a good listener always considerate devoid of pretense and eager to cooperate” Findley recalled “He could be tough as steel On two important but unpublicized occasions he forced the Israeli prime minister to stop military operations in Lebanon that violated US law In Camp David diplomacy that produced a peace treaty between Egypt and Israel he kept President Anwar Sadat of Egypt from leaving the scene in disgust over the intransigence of Israeli Prime Minister Menachem Begin and on another occasion he secured an important concession from Begin that again kept negotiations alive After Arab South Yemen became a part of my life in 1974 I urged Carter to reopen diplomatic relations with the local government Carter told me ‘I will see to it’ And he did” Findley’s love of history particular of Abraham Lincoln was apparent throughout his time both in and out of Congress He was a laureate of the Lincoln Academy and once remarked that he considered the transfer of the Abraham Lincoln Home in Springfield to the National Parks Service one of his greatest achievements as a congressman Findley brought his family to Washington with him so he could spend more time with them while serving in Congress and Craig Findley said his father was always present for school activities Growing up around the Capitol Craig Findley remembers spending time in his father’s office and exploring as a boy “In the old days anyone could go to the Capitol and walk anywhere in any office” he said “So I’d often go downtown with friends and we went from the basement of the Capitol and one day we found a way to climb up on the rooftop and look over onto the Mall” Findley returned to his hometown after his defeat in the 1982 election Andrew Findley said his grandfather had a deep connection to central Illinois especially Jacksonville “He was actually born honestly on the kitchen table on Edgehill Lane which is not more than a mile and a half from where he died and within a few blocks of where he spent most of his life after leaving Congress” Andrew Findley said Many of Andrew Findley’s memories of his grandfather were from times they went out — and his grandfather was always talking to and learning about people When his grandfather was home he always had visitors whether they were old friends or someone he had just met “It must have been a difficult thing in some ways — to lose a widely publicized election and then to move back to his hometown” Andrew Findley said “He once told me that the reason he did so was because that was the only choice he had He could have gone anywhere in the world to be honest with you He chose to retire to Jacksonville because — he told me and he told my grandmother this also — … they wanted to live in a community where they knew everyone and everyone knew them He wanted to be able to know his neighbors to say ‘hi’ to people on the streets And over the last 40 years that’s precisely what he’s done” Craig Findley said for all the work his father did for the people of and police officers invaded Thursday a Palestinian home in the al-‘Isawiya town in occupied East Jerusalem after destroying the main door of the property and abducted a child in front of his brothers…causing severe anxiety attacks among seven children who were alone in the property without their parents The children were trying to open the heavy door for the soldiers to enter the property without causing damage but the army went ahead and destroyed it The soldiers then abducted Saleh al-Fakhouri 13 after accusing him of throwing stones at army jeeps The family owns their home stores and lands in the area since the year 1954 before Israel occupied East Jerusalem in 1967 but are facing constant invasions violent searches and attempts to confiscate their property and force them out Editor’s note: the abduction of Palestinian children by Israeli military almost always for alleged stone-throwing is commonplace IMEMC reports that 250 children were abducted in 2018 This policy is in contravention of the UN Convention on the Rights of the Child The Israeli government has approved the plans for the construction of 2430 units for Jewish settlers in illegal colonies in the occupied West bank followed by another 300 in Gush Etzion The approval was made by Israel’s High Planning Committee of the Israeli “Civil Administration” the executive and administrative branch of the illegal Israeli occupation in the West Bank including occupied Jerusalem Israeli sources said the new plans do not only include expanding settlements but also news constructions in outposts that were built without Israel’s approval and therefore they will be granted official approval before more units are added to them France and the European Union said: “As stated in UN Security Council Resolution 2334 these settlements are contrary to international law This policy further heightens tensions on the ground and gravely undermines the conditions for a just and lasting peace between Israelis and Palestinians based on a two-state solution” Israel continues to challenge the entire international community by trying to enforce new facts on the ground to void the chances for a two-state solution There are at least 650000 Israeli colonists living in more than 132 and 113 outposts colonies in the West Bank these figures do not include 13 colonies in East Jerusalem and 13 settlements in Palestinian neighborhoods in the occupied city with a total number of 215067 colonists All of Israel’s colonies and outposts are illegal under International Law the Fourth Geneva Conventions and various United Nations resolutions Editor’s note: Human Rights Watch reports that “during 2017 and the first eight months of 2018 Israeli authorities approved plans for 10536 housing units in West Bank settlements excluding East Jerusalem…as compared to approving plans for 4611 units…in all of 2015 and 2016 according to the Israeli group Peace Now” In Jerusalem Mondoweiss reports Israel approved 4416 new settlement units early in 2019 which will span occupied East Jerusalem and West Jerusalem Mondoweiss adds “The news comes just two weeks after reports that dozens of Israeli ministers and senior lawmakers from Netanyahu’s Likud and other right-wing parties signed a petition to promote a settlement plan that would settle 2 million Jews in the occupied West Bank” On Thursday several Israeli army vehicles accompanied by personnel of the “Civil Administration Office” the executive branch of Israel’s illegal military occupation invaded Beit Awwa town west of Hebron in the southern part of the occupied West Bank and delivered orders for the demolition of four Palestinian homes and an industrial structure The Israeli army is claiming that the buildings were constructed without a permit from the Civil Administration Office The buildings are within the structural plan of the town and therefore are under Local Council’s jurisdiction and were licensed by it Abdul-Karim called on various international legal and human rights groups to intervene and stop the seriously escalating Israeli violations and their property in the occupied West Bank including occupied East Jerusalem In related news the soldiers invaded the ar-Ras al-Ahmar area in the West Bank’s Northern Plains and confiscated a tractor owned by Ahmad Thiab Abu Kheizaran The confiscation comes days after the army took several cars trucks and agricultural tractors of the locals in the same area Editor’s note: home demolition is another almost daily experience for Palestinians Israeli bailout it seems that this bill will most likely get passed Through June 2019 and over the last year there were 535 Chapter 12 bankruptcy filings up 13 The level of Chapter 12 bankruptcy filings is at the highest level since 2012 Republicans and the Trump administration are preparing for Farmageddon with new interventionist measures bailouts and changes to bankruptcy law that will hopefully cushion rallies due to capital being repatriated But we have seen in early August that the Euro has rallied on risk-off That can only be flow and position unwind driven So which flows and positions are being unwound Aside from all of the other financial assets like ABS corp debt equities if we just look at Treasuries we might get an answer Europe including the City of London have bought 28Tn in Treasuries this cycle net plus other US financial assets as part of a 600bn plus QE leakage China and Japan also bought but stopped accumulating TSYs in 2015 and have even cut back on holdings recently In this cycle the USD has needed 400-500bn a year to support the CA deficit and the US government has seen debt rise from approximately 10Tn to 22Tn So out of the 12Tn rise in US govt debt these four countries have bought 35Tn net and the Fed bought 21Tn from 246Tn peak So QE accounts for 56Tn or 46 of the total Obviously the higher yields available in US government debt combined with the AAA rating made this attractive to European financials even net of xccy swap basis costs Unhedged investors have also benefited from the strong USD since 2013 Unhedged there is a large yield pick up for TSYs However the flattening of the curve and the fall in yield differentials has made them unattractive or even negatively yielding after xccy swap basis is taken into account US 3m Libor is currently 221bps and Euribor is -389bps So a 3 month FX hedge would cost 260bps plus the xccy basis which moves around and I don’t have available However even if the basis is zero your US 10 yr would yield today 163 in USD and that would leave you with -97bps running plus any xccy spread in addition plus 8 years of interest duration risk vs a 3 month FX hedge In comparison the Bund is yielding -59bps running and can be repo financed at -47bps a few months ago the Bund was positively yielding As such as risk-off hits the markets and TSY yields fall is it any wonder that European and Japanese investors whether they are FX hedged or not are taking profit and repatriating capital So all things being equal this means they sell US TSYs for USD cash and then use that cash to repay any funding/ credit associated with the position such as repo which is a form of Quantitative Tightening Similar to the US Treasury rebuilding its cash balances over the next few weeks The USD is also very high on a REER basis causing Trump to loudly complain Amusingly the Renminbi is the only major that looks more expensive mainly down to the quasi USD peg Mexican Peso looks cheap The French Franc and Deutschmark on a Euro look through basis have also never really been cheaper So a Euro rally on risk off is somewhat counter intuitive and you might expect the Euro and Sterling to slide again into Brexit which is more of a localized story However you will still have this capital repatriation tendency in risk off Put it another way the Euro is a now a carry trade funder same as the Yen Source weedkiller had caused cancer Among these tactics Monsanto even paid Google to promote search results critical of Gillam’s work Here’s a rundown of the company’s tactics Monsanto planned a series of “actions” to attack a book authored by Gillam prior to its release including writing “talking points” for “third parties” to criticize the book and directing “industry and farmer customers” on how to post negative reviews Monsanto paid Google to promote search results for “Monsanto Glyphosate Carey Gillam” that criticized her work Monsanto PR staff also internally discussed placing sustained pressure on Reuters saying they “continue to push back on Gillam’s editors very strongly every chance we get” and that they were hoping “she gets reassigned” Monsanto “fusion center” officials wrote a lengthy report about singer Neil Young’s anti-Monsanto advocacy monitoring his impact on social media and at one point considering “legal action” The fusion center also monitored US Right to Know USRTK a not-for-profit producing weekly reports on the organization’s online activity Monsanto officials were repeatedly worried about the release of documents on their financial relationships with scientists that could support the allegations they were “covering up unflattering research” All of this is evidence of how Monsanto bullied critics and scientists in an effort to conceal the harmful qualities of glyphosate a popular herbicide In the last year two US juries have ruled that Monsanto was liable for plaintiffs’ non-Hodgkin lymphoma NHL a blood cancer and ordered the corporation to astonishing” Gilliam who wrote a book about how Monsanto twisted the science behind the weedkiller to make it appear more safe pointed out that despite receiving glowing reviews from critics a Monsanto backed campaign attacked her credibility in Amazon reviews “This is my first book It’s just been released It’s got glowing reviews from professional book reviewers” she said But on Amazon “They were saying horrible things about me…It was very upsetting but I knew it was fake and it was engineered by the industry But I don’t know that other people knew that” The Monsanto “Fusion Center” – the name of its internal counterintelligence organization – produced detailed graphs on the Twitter activity of rock musician Neil Young who released an album in 2015 called the Monsanto Years The center “evaluated the lyrics on his album to develop a list of 20 potential topics he may target” and created a plan to “proactively produce content and response preparedness” At one point Monsanto officials were “closely monitoring discussions” about a concert featuring Young Willie Nelson John Mellencamp and Dave Matthews “We have reached out to the legal team and are keeping them informed of Neil’s activities in case any legal action is appropriate” a representative from the group said in an email University of California Hastings law professor David Levine said he had not heard of any other private corporations running “fusion centers” like this but that he wasn’t surprised to learn about Monsanto’s engagement of this type of intensive digital monitoring “It shows an abuse of their power that they have gained by having achieved such large sales” he added “They’ve got so much money and there is so much they are trying to protect” Michael Baum one of the attorneys who helped uncover the records said they were “evidence of the reprehensible and conscious disregard of the rights and safety of others” and that they would support punitive damages for people who got cancer
