menyampaikannya dalam bahasa asing Konsekuensinya bangsa non Arab yang menerima pesan Islam harus mempelajari bahasa Arab Bahasa Arab dikatagorikan sebagai salah satu bahasa Semit tetapi menurut Organisasi Pendidikan Kebudayaan dan Ilmu Pengetahuan Liga Arab itu hanya sekedar penamaan Kenyataannya tidak ada bahasa yang disebut bahasa Semit Yang ada adalah beberapa bahasa yang saling dan bahasa Arab Mudhar semua dialek ini sudah menjadi dialek yang mati dan ikut bersaham memperkaya bahasa Arab modern Ahli bahasa menyebutkan tentang dua keistimewaan bahasa Arab Pertama asal kata dalam bahasa Arab terdiri dari dua huruf kemudian ia berubah makna melalui penambahan satu huruf atau lebih Melalui mekanisme penukaran penggantian dan penambahan huruf bahasa Arab berkembang menjadi bentuknya yang sekarang Kedua bahasa Arab tumbuh dari masyarakat Arabia yang terdiri dari suku-suku dan kelompok-kelompok kecil berkembang melalui perkawinan antar suku dan kelompok Dari interaksi berbagai suku dan kelompok ini berkembang bahasa-bahasa yang saling berdekatan sehingga menjadi dalam bentuk bahasa Arab seperti sekarang atau paling tidak seperti bahasa Arab pada masa Qur’an diturunkan Semua kata mempunyai akar atau dasar yang disebut mashdar Setelah itu ada kata kerja masa lalu masa sekarang dan akan datang dan selanjutnya lahir berbagai derivasi yang memperkaya bahasa Arab sebagai bahasa yang hidup Dengan dua ciri ini bahasa Arab menjadi bahasa Qur’an yang dipilih oleh Allah untuk menyampaikan pesan-Nya kepada ummat manusia Dalam surah ar-Ra‘d 37 dinyatakan bahwa Qur’an diturunkan sebagai hukum berbahasa Arab hukman ‘arabiyyan Setelah mengetahui asalnya dari Allah maka tidak ada alasan bagi Nabi Muhammad untuk mengikuti hukum berdasarkan hawa nafsu keinginan manusia dan bila itu yang dilakukan maka beliau tidak mempunyai pelindung dan penjaga Dengan demikian pengambilan Qur’an sebagai hukum berbahasa Arab dapat melindungi individu dan masyarakat muslim dari segala bahaya yang mengancam ‘Abdullah Yusuf ‘Ali menerjemahkan hukman ‘arabiyyan dengan a judgement of authority in Arabic putusan yang mempunyai otoritas dalam bahasa Arab Beliau menjelaskan bahwa yang dimaksud putusan yang mempunyai otoritas adalah sebagai pemutus masalah benar dan salah dalam semua urusan Ayat ini bermakna universal dan tidak hanya berlaku bagi bangsa Arab di mana Qur’an diturunkan dalam bahasa mereka Sedangkan al-Jalalain menjelaskan bahwa Qur’an diturunkan “dalam bahasa orang Arab supaya kamu dapat memutus perkara di kalangan masyarakat” lughat al-‘arab litahkum bayn an-nâs Jadi bahasa Arab Qur’an adalah bahasa hukum yang menetapkan kaedah baik dan buruk salah dan benar dalam kehidupan manusia dan sekaligus adalah bahasa standard bagi pengembangan bahasa Arab itu sendiri Bahasa Arab sebagai bahasa yang hidup selalu mengalami perkembangan dengan masuknya berbagai kata dan istilah baru dari bahasa asing atau dari para pemakainya Dalam menerima kata dan istilah asing ini maka bahasa Qur’an dijadikan sebagai acuan baik dari segi gramatika gaya bahasa maupun lainnya Ini memang telah menjadi kebijakan semua negara Arab melalui berbagai lembaga bahasa dan kebudayaan di negara-negara Liga Arab Qur’an sebagai bahasa hukum dikembangkan oleh para fuqaha’ yang memahami ayat Qur’an dari sudut hukum Kajian bidang hukum apa pun selalu dimulai dari teks Qur’an dan teks Hadits yang umumnya berperan menjelaskan Qur’an Karena itu kajian hukum dalam Islam selalu berhubungan dengan kajian linguistik Bahkan sebenarnya kajian semua disiplin ilmu dalam Islam dimulai dari kajian linguistik terhadap teks-teks Qur’an dan Hadits Dari perkembangan ini kemudian bahasa Arab menjadi bahasa ilmu pengetahuan yang digunakan sebagai media dalam proses belajar dan mengajar serta pengembangan kebudayaan Ia tidak hanya menjadi bahasa agama dalam pengertian sempit tetapi telah menjadi bahasa peradaban yang melibatkan berbagai bangsa dan negara Bahasa Arab juga sudah menjadi salah satu bahasa resmi Perserikatan Bangsa-Bangsa Perkembangan ini juga terjadi di Indonesia Sebelum negeri ini mengenal huruf Latin ia terlebih dahulu telah mengenal huruf Arab Pertama kebutuhan kepada huruf Arab adalah untuk membaca Qur’an dan menjalankan perintah shalat yang harus dilakukan dalam bahasa Arab Untuk itu telah berdiri surau menasah langgar dan sebangsanya di seluruh persada Indonesia Inilah lembaga pertama tempat belajar menulis dan membaca Qur’an dalam bahasa Arab Setelah itu berdiri pondok pesantren dan madrasah yang menyelenggarkan pendidikan yang bersumber dari Qur’an dan Hadits Bahasa-bahasa daerah terutama yang tidak mempunyai huruf khusus menggunakan huruf Arab untuk mengembangkan bahasa tulisan Secara khusus bahasa Melayu sebagai cikal bakal bahasa Indonesia modern berkembang dengan pesat karena menggunakan tulisan Arab Inilah yang dikenal sebagai sebagai tulisan Arab-Jawa atau Arab-Melayu Buku surat kabar majalah dokumen perjanjian dan lain-lain dalam bahasa Melayu/Indonesia untuk waktu yang cukup lama menggunakan aksara Arab Dengan masuknya aksara Latin melalui pejajah Barat akhirnya berangsur-angsur aksara Arab menjadi tergeser ke pinggir Pada tahun lima puluhan dan enampuluhan di banyak sekolah rakyat di Indonesia masih ada pelajaran menulis dan membaca aksara Arab-Melayu-Jawa tetapi sekarang sudah menjadi bagian dari sejarah Sungguhpun demikian melalui otonomi khusus Propinsi Nangroe Aceh Darussalam aksara Arab diperkenalkan kembali di propinsi tersebut Misalnya semua papan nama instansi resmi badan swasta perusahaan dan lain-lain di propinsi menggunakan aksara Arab di samping penulisan dengan aksara Latin Di segi lain pengkajian bahasa Arab sebagai bahasa ilmu pengetahuan masih tetap berlanjut sampai sekarang melalui lembaga pendidikan Islam dari tingkat yang paling rendah sampai ke tingkat universitas Universitas Islam Negeri Syarif Hidayatullah bekerja sama dengan Universitas al-Azhar di Cairo sejak beberapa tahun telah menyelenggarakan pendidikan strata satu S1 dengan menggunakan media bahasa Arab sebagai pengantar Perkembangan ini juga disertai oleh sebuah lembaga pendidikan menengah dan tinggi di Jakarta dengan nama Institut Ilmu-Ilmu Keislaman dan Kearaban Saudi Arabia al-Ma‘had as-Sa‘udî li al-‘Ulum al-Islâmiyyah wa al-‘Arabiyyah yang telah berdiri sejak tahun delapan puluhan Perkembangan ini cukup berarti tetapi belum lagi sampai ke tingkat bahasa Arab sebagai bahasa peradaban atau menjadi bahasa kedua setelah bahasa nasional Indonesia seperti yang dimainkan oleh bahasa Inggeris Menjadikan bahasa Arab sebagai bahasa peradaban di Indonesia memerlukan waktu dan perencanaan yang matang Bahasa Inggeris saja sebagai bahasa internasional dan peradaban baru memasuki tahap sangat awal di Indonesia Belum banyak lembaga pendidikan dan media massa di negeri ini yang menggunakan bahasa Inggeris sebagai bahasa pengantar jauh ketinggalan di banding misalnya dengan perkembangan bahasa ini di negara-negara tetangga Malaysia Singapura Brunei Darussalam dan Pilipina Itu pun setelah memasukkan mata pelajaran bahasa Inggeris dari tingkat SD sampai ke perguruan tinggi Untuk mengangkat peran bahasa Arab sebagai bahasa peradaban dan tidak hanya bahasa agama dalam pengertian sempit upaya-upaya yang telah dilakukan oleh masyarakat dan negara dalam pengembangan bahasa Inggeris di Indonesia juga harus ditempuh untuk pengembangan bahasa Arab Upaya-upaya seperti itu patut dilakukan karena bahasa Arab tidak hanya bahasa nasional bangsa-bangsa Arab tetapi juga bahasa internasional ummat Islam apa pun kebangsaan mereka amp 1
